(QNO) - This morning, December 26, the Department of Agriculture and Rural Development held a conference to review 3 years (2021 - 2023) of implementing Resolution No. 23 of the Provincial People's Council on planning mechanisms and policies to support the arrangement and stabilization of mountainous residents in Quang Nam for the period 2021 - 2025; discuss directions and tasks for the period 2024 - 2025. Vice Chairman of the Provincial People's Committee Ho Quang Buu attended.

According to the report of the Department of Agriculture and Rural Development, after 3 years of implementing the resolution, about 2,080/7,821 households participated in the implementation; of which 2,050 households relocated, with a total allocated budget of more than 187 billion VND.
Although the rate of households implementing the resolution targets is not high, the results have contributed to promoting socio-economic development and maintaining national defense and security in mountainous areas. At the same time, it has created conditions for reviewing and planning population arrangement associated with production development suitable for each village, residential area... ensuring the construction of infrastructure, contributing to the implementation of national target programs, ensuring the safety of people's lives and property against natural disasters and floods.

The implementation process has promoted the role of the people, received high response from the community, contributed to the smooth implementation of the work of arranging mountainous residents. However, there are still some limitations, especially in assessing the safety level at resettlement sites, the work of granting land use right certificates to households after relocation is difficult...
To meet the implementation needs, in the coming time, the Department of Agriculture and Rural Development proposed that the Provincial People's Committee request the Provincial People's Council to adjust the target number of households to arrange and stabilize the population in the period of 2021 - 2025 in Resolution 23 of the Provincial People's Council from 7,821 households to 4,691 households; at the same time, pay attention to supporting investment in concentrated resettlement areas for districts with difficulties in land fund for population arrangement.

Based on the number of households that need to be re-arranged for the 2024-2025 period, the Department of Agriculture and Rural Development recommends that localities proactively review land funds in the area, include them in the land use planning for the 2021-2030 period, and develop annual land use plans for implementation.
Localities urgently issue land use right certificates to households that carry out population arrangement and stabilization according to regulations.
