In particular, the program was attended by Dien Bien soldiers, youth volunteers, and frontline laborers who directly participated in the Dien Bien Phu campaign; and relatives of martyrs who sacrificed their lives in the Dien Bien Phu campaign in the provinces of the Red River Delta and North Central region.
The opening was an art program with the theme “The Epic of Dien Bien Phu”. The program clearly depicted the historical context and the Dien Bien Phu Campaign 70 years ago of our army and people.

In his welcoming speech, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Do Trong Hung emphasized: 70 years ago, under the wise and talented leadership of the Party Central Committee, headed by President Ho Chi Minh, our army and people overcame countless difficulties and challenges to gain complete victory in the Dien Bien Phu Campaign, contributing to the glorious end of the 9-year arduous resistance war against French colonialism and a brilliant milestone in the history of our nation's great struggle to defend the country.
With its position as the starting point of the Thanh - Nghe - Tinh liberated zone, Thanh Hoa is the bridge connecting the Northern battlefield and Binh - Tri - Thien, and is an area adjacent to the Northwest and Upper Laos. During the resistance war against French colonialism, especially the Dien Bien Phu Campaign, the Party Committee, army and people of Thanh Hoa clearly demonstrated their important strategic rear role. Thanh Hoa rear mobilized the highest human and material resources, ensuring logistics for the victory of the Campaign.
Although Dien Bien Phu was located far from the rear, the terrain was difficult, and the enemy concentrated on fierce attacks, but they could not stop groups of porters from the West of Thanh Hoa from crossing forests, mountains, and passes, secretly delivering goods to their destination safely. During those fierce days, many heroic examples appeared, "Despite bombs and bullets, bones and flesh were torn apart. They did not lose heart, did not regret their youth". They lived beautifully, lived to the fullest for the independence and freedom of the Fatherland.
The Dien Bien Phu victory “resounded throughout the five continents” not only because of the glorious victory on the battlefield, of the seemingly unequal confrontations between the powerful colonialists with modern weapons on one side and the military and civilian forces with primitive weapons on the other; not only because it “shook the world” because of the military, political, and diplomatic victory that ended the French colonial rule in our country and forced them to sign the Geneva Agreement; but more importantly, because of the miracles created by ordinary, brave, loyal, and heroic people. The Dien Bien Phu victory proved the truth that there is no fortress that cannot be destroyed, only the people’s hearts and national spirit are inviolable.
In recognition of the great contributions of the Party Committee, army and people of Thanh Hoa, the Central Party and the Government awarded the best emulation flag; many cadres, soldiers and people in the province were commended by the Government and President Ho Chi Minh. During his second visit to Thanh Hoa in June 1957, President Ho Chi Minh praised: "During the resistance war, the people of our province, all classes of people showed solidarity and participated in the resistance war. Now, wherever the Vietnamese language goes, the Dien Bien Phu language goes there. Wherever the Dien Bien Phu language goes, the Thanh Hoa people also have a part of the honor."
Continuing and promoting the heroic Dien Bien Phu tradition, in the resistance war against the US to save the country, with the spirit of "Nothing is more precious than independence and freedom", the army and people of the provinces in the Southern Northern Delta and North Central regions always raised the spirit of revolutionary vigilance, coordinated with the main army units to both fight to firmly protect the socialist Northern rear, and promptly provided human and material support to the large front line, together with the whole country "to fight the Americans out, to fight the puppets down", contributing to the complete liberation of the South and the unification of the country.
In the renovation process initiated and led by our Party, all provinces have promoted their internal strength and creative labor among the people, aroused their potential and advantages, mobilized external resources and achieved many important achievements, contributing to bringing our country out of the state of being a poor and underdeveloped country; the country's position, strength and overall strength have been raised; politics have been stable; the independence, sovereignty, unity, territorial integrity, seas and islands of the Fatherland have been firmly protected, as affirmed by General Secretary Nguyen Phu Trong: "With all modesty, we can still say that: Our country has never had such a foundation, potential, position and international prestige as today"...
For Thanh Hoa province, in recent years, with the attention, leadership and direction of the Central Party, the National Assembly, the Government, the Vietnam Fatherland Front, the support and assistance of ministries, branches, central agencies and other provinces and cities; the Party Committee, government, and people of all ethnic groups in the province have united, made high determination, made great efforts, and taken drastic actions, achieving many important and comprehensive results in all fields.
Those results continue to multiply confidence and aspiration, creating new momentum and new motivation for Thanh Hoa to stand firm on its journey towards the goal of becoming a new growth pole in the North of the country, a civilized, modern, rich and beautiful province and a "model" of the whole country.

The Provincial Party Secretary emphasized: 70 years have passed since the day our army and people woven the heroic epic of Dien Bien Phu Victory "famous in five continents, shaking the earth". At the program, Mr. Nguyen Ba Viet, a Dien Bien soldier living in Ai Son 1 Street, Dong Hai Ward (Thanh Hoa City), representing Dien Bien soldiers, youth volunteers, and frontline laborers who directly participated in the Dien Bien Phu campaign, recalled memories of these heroic years. It was a time of bullets and bullets, hardship, "digging mountains, sleeping in tunnels, pouring rain, and rice balls" but "unwavering courage, unwavering will", unforgettable. The battles contributed to the Dien Bien Phu Victory that “resounded throughout the five continents and shook the world”, writing a heroic page in the history of our army and people 70 years ago; successfully ending the resistance war against the French colonialists, marking a great turning point in the history of the struggle to build and defend the country of the Vietnamese people.
"I believe and hope that today's young generation will always be proud, remember and promote the glorious tradition of the nation in general and the spirit of Dien Bien Phu Victory in particular, dare to think, dare to do, be proactive, creative, and create new miracles in the cause of building and defending the Fatherland. Speaking at the program, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien reviewed the historical milestones of the Dien Bien Phu Campaign; at the same time, he emphasized: “The historic victory of Dien Bien Phu was the pinnacle of the resistance war against the French colonialists, creating the decisive basis for the signing of the Geneva Agreement on the cessation of hostilities in Vietnam; opening a new revolutionary stage, bringing the North to socialism, creating a solid rear for the cause of struggle, liberation of the South, and national reunification. The historic victory of Dien Bien Phu was a victory of justice, of a heroic Vietnamese nation, a victory of solidarity “the army and the people have one will”. That victory was crystallized by the tradition of patriotism, the strength of great national solidarity of all classes, strata, ethnicities, religions, patriotic Vietnamese people with “red blood, yellow skin” and the two sacred words “Fatherland” Vietnam”.
With sincerity and emotion, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien expressed his infinite gratitude to the great President Ho Chi Minh; the great contributions of General Vo Nguyen Giap, an excellent student of President Ho Chi Minh, the eldest brother of the Vietnam People's Army, Commander of the Dien Bien Phu Campaign; the heroes, martyrs, and outstanding sons of the nation who devoted their youth to the Fatherland. On the occasion of the 70th anniversary of the historic Dien Bien Phu Victory, the Party, the State and the Central Steering Committee for the celebration of major holidays and important historical events of the country have advocated organizing a national-scale celebration to widely disseminate to all cadres, party members, union members, association members and the people the significance, stature and great historical value of the Dien Bien Phu Victory. Through the celebration activities, the aim is to arouse and promote the tradition of patriotism, revolutionary heroism, and the determination to fight and win of the Dien Bien Phu campaign in the cause of building and firmly defending the socialist Fatherland of Vietnam; to honor and express deep gratitude to generations of Vietnamese people who sacrificed their blood and made many contributions to the cause of national liberation and national reunification. Along with that, encourage and motivate cadres, party members and people of all walks of life to strive and make efforts to overcome difficulties, successfully complete the goals and tasks set out in the Resolution of the 13th National Congress of the Party; in the immediate future, complete the goals and plans for 2024.
Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien requested all levels, sectors, agencies, units and the whole society to continue to thoroughly grasp and effectively implement Resolution No. 42-NQ/TW of the 13th Party Central Committee on continuing to innovate and improve the quality of social policies to meet the requirements of national construction and defense in the new period. As the document of the 13th National Congress of the Party affirmed: Our country has never had such a foundation, potential, position and international prestige as today.
