EVN's report said that in 2023, the total electricity production of the system will reach over 280 billion kWh, an increase of over 4.5% compared to 2022. Commercial electricity will reach over 251 billion kWh, an increase of 3.5%.
Prime Minister Pham Minh Chinh requested that there should be no power shortage under any circumstances.
Notably, the total power capacity of the entire system is over 80,000 MW, ranking first in the ASEAN region. Of which, the source of EVN and its member units is nearly 30,000 MW, accounting for over 37%.
Currently, the group is constructing 3 key power source projects with a total capacity of over 2,200 MW, starting 146 projects and completing 163 110 - 500 kV power grid projects.
In 2024, EVN strives to ensure electricity supply with commercial electricity output in 2024 of 262.26 billion kWh and is ready for a high plan of 269.3 billion kWh. The entire group's investment reaches 101,911 billion VND; ensuring financial balance, preserving and developing state capital.

However, EVN's operations in the past year still had some limitations such as local power shortages; investment and construction work did not meet the planned targets; some power source and grid projects were slow in progress; some party members, officials and employees of units in the group were disciplined and criminally prosecuted.
According to the Prime Minister, the current difficulties of the electricity industry are more incidental and situational than systemic. Expressing confidence in the leadership team, cadres, and employees of EVN, the Prime Minister also noted that in the face of difficulties and challenges, we must remain calm and courageous, not be negligent, subjective, panicked, fearful, or lose our composure.
Absolutely no power shortage
The Head of Government also emphasized three goals: absolutely not to let there be a shortage of electricity for production, business and consumption under any circumstances or cases.

Manage and operate the electricity industry, especially prices according to market rules but with policies for social security beneficiaries. Restructure EVN according to market rules, balance finances, promote production and business, overcome difficulties and challenges.
In particular, we must learn from the incident in 2023 and not let the most incidents occur during the peak of the hot season. Strive to complete the 500 kV line 3 from Quang Trach - Pho Noi by next June at the latest.
Based on the national energy strategies and the approved Power Plan VIII, EVN must focus on completing the development and implementation of medium and long-term energy development strategies; not to waste solar and wind energy resources.
In addition, the Prime Minister requested restructuring the group, restructuring both finance, assets, and human resources. Organize the implementation of contents on business arrangement and restructuring according to the EVN restructuring project for the period 2021 - 2025, including the A0 model.
The Prime Minister also gave his opinion on proposals to amend Decision 24/QD-TTg on the mechanism for adjusting average retail electricity prices and Decision 28/QD-TTg on the structure of retail electricity prices.
At the same time, request units to urgently complete documents to submit to the Government in accordance with regulations on mechanisms to encourage the development of self-produced and self-consumed rooftop solar power; submit to competent authorities for consideration and decision on amending the Electricity Law, including the content on renewable energy and the Law on Management and Use of State Capital Invested in Production and Business at Enterprises.
