- Open letter on contributing to the Gratitude Fund 2025
On this occasion, Ca Mau Newspaper reporter talked with Ms. Vo Thi Ngoc Han, Permanent Vice President of the Vietnam Fatherland Front Committee (VFF) of the province, about the work of gratitude (ĐƠÐN), including taking care of housing for policy families.
- Can you share the outstanding results in the province's work of the àÐN in recent times?
Ms. Vo Thi Ngoc Han: Over the past years, all levels and sectors in the province have focused on carrying out many noble acts to show gratitude to the families of martyrs and heroic Vietnamese mothers. Every year, the Vietnam Fatherland Front has a letter calling on organizations and individuals to establish a DONATION Fund to show gratitude and visit the families of martyrs and heroic Vietnamese mothers, and to renovate and restore martyrs' cemeteries...
In that spirit, the Fatherland Front and socio-political organizations such as the Youth Union, Trade Union, Women's Union... have coordinated well in propaganda and mobilization work for the People, philanthropists, cadres, civil servants and workers to always pay attention to contributing to the DODN Fund, carry out the socio-economic development tasks of the province, build the great national unity bloc, do a good job of caring for war invalids, martyrs' families, and people with revolutionary contributions in the province with many practical actions. Propagating and mobilizing all classes of people to support human and material resources to build the DODN Fund, in 2024, contributing to the whole province mobilizing the DODN Fund with a total amount of 12,718.7/10,200 million VND, reaching 124.7% of the set plan. Of which, the district level mobilized 11,509.9/8,700 million VND, reaching 132.3% of the plan; the provincial level mobilized 1,208.8/1,500 million VND, reaching 80.6% of the plan.
Through this fund, the province has built and repaired a total of 405 houses with a total amount of VND 18,289 million for people with revolutionary contributions and relatives of martyrs. Of which, 191 new houses were built with a total amount of VND 12,040 million and 214 houses were repaired with a total amount of VND 6,249 million. Repaired and embellished works honoring martyrs and organized visits, presented gifts, and provided financial support to families with meritorious services and people with meritorious services throughout the province with a total amount of VND 2,514.1 million. Of which, repairing martyrs' cemeteries with a total amount of VND 161.5 million; repairing martyrs' memorial houses with a total amount of VND 1,001.5 million; organized visits, presented gifts, and provided financial support to families with meritorious services and people with meritorious services with a total amount of VND 1,351.1 million.
The above results demonstrate the close bond between the people and the Party, between policy families and government at all levels, and between the Vietnam Fatherland Front and policy families.
In addition, during traditional national holidays and New Year and every July 27, provincial, district and commune leaders visit and give gifts to families of policy beneficiaries, wounded soldiers and martyrs.

- In the coming time, what orientations will the Vietnam Fatherland Front Committee have to continue to effectively implement this work, Madam?
Ms. Vo Thi Ngoc Han: The work of caring for people with meritorious services, those who participated in the resistance war and the àÐN movement is identified as a political task of all levels, sectors, localities and the entire political system. The above reality places even higher demands and responsibilities on the Fatherland Front at all levels in implementing the Campaign "All people unite to build new rural areas and civilized urban areas", in caring for, supporting and helping war invalids, sick soldiers, relatives of martyrs and people with meritorious services to the revolution in the coming years.
In the coming time, the Fatherland Front at all levels will coordinate with sectors and localities to promote propaganda and education on the tradition and morality of "When drinking water, remember its source" and "SINGLENESS" of the nation; thereby, raising awareness and responsibility of all levels, sectors, organizations and individuals in implementing regimes and policies for people with revolutionary contributions through many new, diverse and effective forms and measures; determining this as a regular and continuous task, associated with specific responsibilities and results in the content of the campaign.
Continue to focus on mobilizing the DODN Fund, striving to complete and exceed the target of mobilizing contributions to the DODN Fund in 2025 with a total amount of 10,200 million VND. Of which, the mobilization plan for the district level is 8,700 million VND and the provincial level is 1,500 million VND. This mobilization fund is used to support the construction and repair of gratitude houses for policy families; support the upgrading and repair of works honoring martyrs; visit, give gifts, and provide financial assistance to policy families and meritorious people...
- Could you please share more about the results of the Program to eliminate temporary and dilapidated houses in the province, including support for households of people with revolutionary contributions?
Ms. Vo Thi Ngoc Han: Eliminating temporary and dilapidated houses, helping policy families and meritorious people have stable housing and settle down is a major policy that the Party and State are interested in implementing. According to Plan No. 259/KH-UBND dated November 27, 2024 of the Provincial People's Committee on organizing the implementation of the Project to eliminate temporary and dilapidated houses in the province by 2025, the goal is to complete the construction and repair of 4,400 houses by the end of August 2025, with a budget of 235,890 million VND. Of which, households with meritorious services to the revolution have 1,157 houses (578 newly built and 579 repaired) with a budget of 52,050 million VND. The budget for implementing the Project to eliminate temporary and dilapidated houses comes from the central and provincial budgets; from mobilized sources from the DODN Fund, the Fund for the Poor at all levels and other legal sources; from the community, clans and contributions of supported households.
In the past time, all levels, sectors, agencies, units, localities, cadres, party members, union members, association members, people and enterprises in the province have promoted a high sense of responsibility, resolutely participated, and strived to complete the task of eliminating temporary and dilapidated houses in the province. By March 26, 2025, the whole province had completed 1,620 houses, reaching 55.25% of the total number of houses that had started construction (1,150 new houses, 470 houses repaired), the goal is to basically complete the project by the end of June 2025.
Some localities in the province have implemented synchronously, drastically, and achieved high efficiency, mobilizing the entire political system to participate, creating a movement that has received consensus and cooperation from the whole society, with good, creative, and effective ways of doing things. In addition to the funding support from the program, many localities have actively mobilized additional funding, materials, and labor days to support the investment in houses to ensure better hygiene. The new point of the province in this program is to mobilize and support the construction of hygienic toilets. According to statistics, the province has added funding to support the construction of new and repaired houses for each house from the Project to eliminate temporary and dilapidated houses of 5 million VND/house from the province's mobilization; a total of 3,043/3,124 households (of which, 1,288 toilets have been or are in the process of completion and 1,755 toilets have not yet started construction), with a total cost of over 15.2 billion VND. For 1,288 households that have completed or are in the process of completing their houses, the province will directly support 5 million VND/household so that the family can continue to upgrade their toilets to meet hygiene standards or build auxiliary works to serve daily life. For 1,755 households that have not yet completed their houses, the province will directly support 5 million VND/household to build hygienic toilets at the same time as building their houses, in order to improve quality.
To further promote this Program and also to make achievements to celebrate the 50th anniversary of the Liberation of the South and National Reunification Day (April 30, 1975 - April 30, 2025), the Standing Committee of the Ca Mau Provincial Party Committee also called on all Party members in the Provincial Party Committee to promote the tradition of solidarity, mutual love, and join hands to contribute to improving the value and quality of houses for the supported subjects, as a gift demonstrating the close and intimate relationship between Party members and the People, especially for families of meritorious people, the poor, the disadvantaged, and people in remote and isolated areas during the historic April days.
The target audience is party members working at agencies, organizations, units and localities in Ca Mau province. Regarding the level of support, each party member is called upon to support the program equivalent to 1 day's salary, while retired party members and non-salary party members are encouraged to support the program according to their conditions with the viewpoint of "contributing whatever they have". The support is expected to be completed in April 2025 with the determination and high concentration of authorities at all levels, and the consensus of cadres, party members and people.
