Approving the planning task of 1/500 scale of Can Gio coastal urban tourism area

According to the decision, Ho Chi Minh City People's Committee assigned Can Gio Urban Tourism Joint Stock Company to organize the preparation, submission for appraisal and approval of the detailed planning project at a scale of 1/500 within the prescribed time limit.

During the planning process, Can Gio Urban Tourism Joint Stock Company and consulting units need to receive opinions from the Central, local and relevant community to have the most optimal and feasible planning solution.

Units need to research and propose the application of advanced and optimal technological solutions in the design and construction of coastal protection works against erosion and sustainable shoreline accretion, contributing to creating environmental landscapes and adapting to climate change.

Ho Chi Minh City People's Committee also noted that the layout of functional zones should have symbolic meaning of the river landscape typical of Can Gio mangrove ecosystem. Relevant units need to study housing models associated with river space and coastal ecology.

The locations and distances of bus stations must be reasonable, close to public works areas and parking lots.

In addition, there must be space and shelter areas to respond to natural disasters, especially marine disasters...

It is known that the proposed population size of the Can Gio coastal urban tourism area is a maximum of 228,560 people. The scale of tourists in the entire project is about 8.887 million/year.

The boundary of the planning area is in Long Hoa commune and Can Thanh town, Can Gio district.

The entire urban area has a scale of 2,870 hectares with 4 approved functional zones including zones A, B, C and DE.

Specifically:

Sub-area A has an area of ​​953.23 hectares and is planned as an ecological residential area associated with tourism services at the gateway to the Can Gio coastal urban tourism area.

Sub-area B has an area of ​​659.87 hectares, which is a residential area, resort tourism, urban public service works (healthcare, education, administrative headquarters, commercial services, offices...). This is also an urban green area, a technical infrastructure hub.

Zone C has an area of ​​318.32 hectares, is the financial, economic, commercial, service, office and port center, a modern urban area including residential areas (townhouses, villas, high-rise buildings).

Zone D with an area of ​​480.46 hectares is a commercial center, high-class resort, modern urban area and zone E (458.12 hectares) is water surface, canal and green trees.

Regarding this project, previously, in 2018, Ho Chi Minh City People's Committee issued Decision No. 3800/QD-UBND dated September 5, 2018 approving the 1/5000 scale zoning plan of the Can Gio coastal urban tourism area with a scale of 2,870 hectares in Long Hoa commune and Can Thanh town, Can Gio district.

In June 2020, the Prime Minister signed Decision No. 826/QD-TTg dated June 12, 2020 approving the adjustment of the investment policy to expand the Can Gio coastal urban tourism area project.

Accordingly, the investment policy adjustment to expand the Can Gio coastal urban tourism project from 600 hectares to 2,870 hectares with a total investment of more than VND217,000 billion was approved.

On December 9, 2020, the Ministry of Construction issued Official Dispatch No. 5889/BXD-QHKT to the Department of Planning and Architecture of Ho Chi Minh City for comments on the preparation, appraisal and approval of the detailed planning at a scale of 1/500 for the Can Gio coastal urban tourism area, Can Gio district.

In which, determining the investor of the construction investment project to organize the preparation of detailed planning, the Ministry of Construction requested the Department of Planning and Architecture to base on Decision No. 826/QD-TTg of the Prime Minister and the opinion of the Ministry of Justice in Document No. 3926/BTP-PLDSKT dated October 22, 2020 on the application of laws related to the implementation of the Can Gio coastal urban tourism project to advise the People's Committee of Ho Chi Minh City to implement.

By September 2022, the Ho Chi Minh City Party Committee issued Resolution No. 12/NQ-TU on the development orientation of Can Gio district to 2030. In which, by 2030, Can Gio district will basically become a high-quality resort and eco-tourism city, with the ability to compete at the regional level.

To achieve the above specific goals, Ho Chi Minh City also determines to manage, protect and sustainably develop the Can Gio mangrove ecosystem - a World Biosphere Reserve, ensuring harmony between biodiversity conservation, natural ecosystems and improving the livelihoods and quality of life of the community, and green and sustainable economic growth.

By April 2023, the Ho Chi Minh City People's Committee had established a planning appraisal council and adjusted the planning for the Can Gio coastal urban area project.

The appraisal council has the duty and authority to participate in giving opinions and criticism on the planning content and issues related to the Can Gio coastal urban tourism area. The council's conclusion is one of the bases for the appraisal agency to synthesize and request current legal authorities to submit to the Ho Chi Minh City People's Committee for consideration and decision.
