Railway spends 61 billion to upgrade Cao Xa station for international trains

The Ministry of Transport has just issued a document responding to the opinions of the State Capital Management Committee at Enterprises and Vietnam Railways Corporation on the proposal to invest in upgrading the infrastructure of Cao Xa station (Hai Duong province) into an international transit station.

The Ministry of Transport assessed that Cao Xa station is located near industrial parks and factories with large import-export needs, and the ability to connect traffic routes within Hai Duong province and to neighboring provinces is basically favorable; Meanwhile, Hai Duong province has planned to build a Logistics Center in the Cao Xa station area. Therefore, it is necessary to study and upgrade the railway infrastructure serving Cao Xa station transportation into an international transit station as proposed by Vietnam Railways Corporation, the State Capital Management Committee at Enterprises, and the People's Committee of Hai Duong province.

The Ministry of Transport welcomes Vietnam Railways Corporation to organize and implement investment in upgrading railway infrastructure to serve Cao Xa station transportation (phase 1) using the enterprise's legal capital sources to upgrade a number of items in Cao Xa station to meet the conditions for international train operations.

However, the investment implementation must ensure compliance with legal regulations. After completion, Vietnam Railway Corporation is responsible for managing and maintaining the project invested with the enterprise's capital.

"After investing in upgrading the railway infrastructure to serve Cao Xa station transportation, if the conditions for international transit operations are met, the Transport Department will preside over and coordinate with the Vietnam Railway Authority to advise the Ministry of Transport to approve Cao Xa station to temporarily operate international transit operations according to regulations.

The investment in expanding Cao Xa station phase 2 will be studied and considered by the Ministry of Transport and relevant agencies based on transportation needs and the ability to balance capital sources," the document stated.

Previously, Vietnam Railways Corporation sent a document to the State Capital Management Committee at Enterprises and the Ministry of Transport proposing to upgrade and renovate Cao Xa station to meet the conditions of an international transit station, which meets the regulations on conditions for duty-free business, warehouses, customs clearance locations, assembly, inspection, and customs supervision No.

Cao Xa Station at Km 50+ 870 on the Hanoi - Hai Phong railway line, close to industrial parks such as Dai An, Cam Dien, Phuc Dien, Tan Truong, Ken Mark... Convenient location for connecting freight transport to industrial parks and factories with large import and export needs, but currently Cao Xa Station only serves domestic freight transport.

Therefore, Vietnam Railways Corporation proposed that the corporation invest about 61 billion VND in phase 1 (excluding site clearance) to invest in the following items: Renovation of the current cargo yard surface, ensuring a cargo yard area of ​​10,000m2; Construction of a warehouse (temporary warehouse); construction of protective fences, surveillance camera systems, fire fighting systems, lighting in the cargo yard area...

After completing the construction investment and putting it into operation with the above scale, the corporation proposed that the Ministry of Transport study and consider allocating investment capital for phase 2 to upgrade and complete the Cao Xa station complex with the scale of: Building a new carriage storage road; 4 carriage loading and unloading and storage roads; Building a new customs office, a 10,000m2 warehouse, a 28,600m2 cargo yard with lighting, water supply and drainage, surveillance cameras and fire protection systems... The total estimated investment for this phase is 234 billion VND.

According to Vietnam Railways Corporation, organizing international intermodal transport by rail in Hai Duong will provide additional solutions for businesses importing and exporting goods in the province to China, Europe, Central Asia... choosing a method to shorten transportation time by 2/3 compared to traditional sea routes; carry out procedures for declaring and importing and exporting goods right in the province.
