Accordingly, heavy rains caused by storm No. 4 damaged traffic infrastructure at the following locations: from Km 4+800 to Km 5+205, from Km 5+280 to Km 5+395 (all in Bien Hoa city); from Km 23+900 to Km 24+400 (Long Thanh district); from Km 41+250 to Km 41+500 (Ba Ria - Vung Tau province) on National Highway 51. These damages pose a direct threat to the safety of people and vehicles participating in road traffic.

On that basis, the Ministry of Transport assigned the Vietnam Road Administration to promptly deploy disaster recovery activities. Urgently review and determine the specific extent of damage to road works caused by natural disasters, repair solutions and issue orders to urgently build works to overcome the consequences of natural disasters.

Previously, on September 30, the People's Committee of Dong Nai province sent a document to the Ministry of Transport and the Vietnam Road Administration, proposing to urgently upgrade and comprehensively repair the traffic infrastructure of National Highway 51, especially the damaged road surface and faded painted lines passing through Dong Nai province.

According to the People's Committee of Dong Nai province, the project to build and expand more than 70km of National Highway 51 under the BOT contract form implemented by Bien Hoa - Vung Tau Investment Joint Stock Company has stopped collecting tolls since January 13, 2023. Since the time of stopping toll collection, the National Traffic Safety Committee, the National Assembly Delegation of Dong Nai province, and the People's Committee of Dong Nai province have issued many documents, reports, and recommendations to the Ministry of Transport to promptly overcome infrastructure shortcomings, repair road surface damage, and restore faded paint lines on the route.

According to the People's Committee of Dong Nai province, from the beginning of September 2024 until now, the frequent heavy rains have caused the road surface and the painted line system to deteriorate very seriously, causing potholes, rutted wheel tracks, and many locations to form holes with wide, long and deep surfaces... greatly affecting traffic. The People's Committee of Dong Nai province requested the Ministry of Transport and the Vietnam Road Administration to direct competent agencies and relevant units to urgently coordinate with the functional agencies of Dong Nai province to inspect the actual situation to agree on a solution.

The Department of Transport of Ba Ria - Vung Tau has also sent a document requesting the Ministry of Transport to have a plan to promptly repair and upgrade National Highway 51.

Regarding the deterioration of National Highway 51, Road Management Area IV said that it has proposed the Ministry of Transport to approve additional funding to promptly repair any damage that has occurred and to repair many sections of the road damaged by storms and rains. The Vietnam Road Administration has submitted to the Ministry of Transport for consideration the declaration of a natural disaster emergency situation in order to quickly implement a project to overcome the consequences.
