How do residential tenants benefit from retail electricity prices?
In case the tenant is a household, the landlord directly signs the electricity purchase contract or authorizes the tenant to sign the electricity purchase contract (with a commitment to pay the electricity bill), each tenant household is calculated a quota.
If students and workers rent a house to live in (the tenant is not a household) with a rental contract of 12 months or more, with temporary or permanent residence registration (determined based on information about residence at the location of electricity use), the landlord directly signs the electricity purchase contract or the tenant's representative signs the electricity purchase contract (with the landlord's commitment to pay the electricity bill).
In case the rental period is less than 12 months and the landlord cannot fully declare the number of electricity users, the retail price of household electricity of level 3 will be applied: From 101 - 200kWh for the entire electricity output measured at the meter.
If the homeowner fully declares the number of people using electricity, EVNHANOI is responsible for granting the homeowner a quota based on information about residence at the location of electricity use: Every 04 people are counted as one household using electricity to calculate the quota applied to the retail price of household electricity, 01 person is counted as 1/4 of the quota, 02 people are counted as 1/2 of the quota, 03 people are counted as 3/4 of the quota, 04 people are counted as 1 quota.
When there is a change in the number of tenants, the landlord is responsible for notifying the local Electricity Company to adjust the electricity bill calculation rate.
EVNHANOI is allowed to request the homeowner to provide information about residence at the location of electricity use as a basis for determining the number of people to calculate the electricity bill.

The form of administrative penalty for the act of collecting electricity bills from tenants at high prices is stipulated in Clause 6, Article 12 of Decree 134/2013/ND-CP (amended by Clause 15, Article 2 of Decree 17/2022/ND-CP) as follows: A fine of from VND 20,000,000 to VND 30,000,000 shall be imposed on a landlord who collects electricity bills from tenants at higher prices than the prescribed price in the case of purchasing electricity at retail prices for living, production, business and service purposes.
