On March 12, Minister of Industry and Trade Nguyen Hong Dien chaired an online meeting with 9 provinces to review the progress and implementation status of the 500kV circuit 3 transmission line projects.

The component projects of the 500kV line circuit 3 project are: 500kV line project Quang Trach - Quynh Luu; Quynh Luu - Thanh Hoa; Thanh Hoa - Nam Dinh I thermal power plant; Nam Dinh I - Pho Noi.

Reporting on the progress of implementation, Mr. Nguyen Anh Tuan, General Director of Vietnam Electricity Group (EVN) said that all 4 component projects have completed handing over the site of 1,177 column foundation locations, but 343 out of 503 anchorage spaces have not been handed over.

Specifically, Quang Binh has 12/12 anchor spaces left; Ha Tinh has 112/112 anchor spaces left; Nghe An has 86/86 anchor spaces left; Thanh Hoa has 74/138 anchor spaces left; Ninh Binh has 5/9 anchor spaces left; Nam Dinh has 24/54 anchor spaces left; Thai Binh has 11/47 anchor spaces left; Hai Duong has 13/31 anchor spaces left; Hung Yen has 6/14 anchor spaces left.

The two provinces with the most problems are Nghe An and Ha Tinh . Of which, Ha Tinh province has 285 locations (belonging to the 500 kV Quang Trach - Quynh Luu transmission line project). This province currently has 7 locations that cannot be constructed, of which Cam Xuyen district has 5 locations, of which 3 locations, Ke Go Nature Conservation Management Board and Forest Protection Department are cutting down trees and clearing roads to construct the foundation, 2 locations where households have not agreed on the compensation plan; Huong Khe district has 2 locations because households (living in Quang Tri) have not agreed on the unit price for tree and land compensation, and are requesting to reclaim compensation for land along the route.

Nghe An province still has 4 locations that have not been constructed yet, which are locations 18, 19, 21, 22, because the access road and material staging area are being negotiated.

Minister of Industry and Trade Nguyen Hong Dien concluded that the most difficult thing now is that the handover of the corridor site has only reached 31.87%; construction is still facing difficulties due to lack of vehicles, machinery, and equipment, and many foundation locations have not yet been opened for construction.

"If not resolved, it could seriously affect the progress of completing the projects by June 2024 as directed by the Prime Minister," Mr. Dien worried.

Faced with the above reality, to achieve the set goal of completion in June, Mr. Dien requested relevant ministries, branches, localities and investors to carry out 5 key tasks.

In particular, ministries, branches and localities continue to proactively review work related to assigned functions and tasks to be able to immediately resolve arising problems.

Currently, regulations on temporary use of forests to carry out temporary construction works serving the construction of power grid projects for national and public interests have been issued. Mr. Dien requested the Ministry of Agriculture and Rural Development to guide EVN/EVNNPT in implementing and promptly guide the handling of any problems that may arise during the implementation process.

"Speed ​​up the construction of all foundation positions in March, ensuring sufficient conditions for wire pulling to complete the project in June. In particular, both progress and technical quality must be ensured," Mr. Dien emphasized.

EVN leaders said that EVN has planned to implement in the coming time, striving to complete the foundation casting work before April 2024, deploy pole erection and wire pulling before June 30, ensuring the progress set out according to the Prime Minister's direction.
