Mr. Ho Ngoc Man - Vice Chairman of Dai Loc District People's Committee said that for the National Target Program (NTP) on sustainable poverty reduction, in 2024 the locality will not have investment capital, only career funding.
This year, the total planned capital allocation for Dai Loc is nearly 11 billion VND, including nearly 9.9 billion VND from the central budget and more than 1 billion VND from the provincial budget.
To date, nearly 3.3 billion VND has been allocated out of nearly 11 billion VND, reaching a rate of 30%. The district proposed to return more than 7.5 billion VND, of which the central budget is more than 6.8 billion VND and the provincial budget is more than 717 million VND.
The reason Dai Loc asked to return the capital is that currently the number of poor households in the district is 765, but most of them are unable to work. In the past, although the commune authorities invited many poor and near-poor households to work to register to participate in the poverty reduction project, they refused.
Meanwhile, Mr. Nguyen Van Nam - Chairman of Hiep Duc District People's Committee said that the total capital to implement the National Target Program on Sustainable Poverty Reduction in 2024 of the locality is nearly 15.6 billion VND.
Of which, the central budget is nearly 13.7 billion VND, the provincial budget is more than 1.4 billion VND, and the district budget is more than 442 million VND. Of the nearly 15.6 billion VND of the 2024 capital plan (including the capital transferred from 2022 - 2023), Hiep Duc has so far allocated nearly 9 billion VND, with the remaining nearly 6.6 billion VND unallocated. As of the end of July 2024, the district has only disbursed more than 188 million VND, reaching a rate of 1.2%.
Faced with difficulties in implementing the sustainable poverty reduction program, the People's Committee of Hiep Duc district has sent a report to relevant units of the province, proposing to adjust and reduce more than 7.1 billion VND of public capital in the 2024 capital plan, including: central budget of more than 6.4 billion VND, provincial budget of more than 672 million VND, district budget of more than 70 million VND.
Not only in the lowland and mountainous areas, recently in the highland districts and departments, branches and units of the provincial block assigned capital to implement the sustainable poverty reduction program, the capital disbursement rate has also been very low.
Must be resolutely implemented
Recently, Chairman of the Provincial People's Committee Le Van Dung and Vice Chairman of the Provincial People's Committee Tran Anh Tuan chaired three consecutive working sessions with leaders of relevant departments, agencies and 18 districts, towns and cities on the implementation of national target programs.
At the meetings, leaders of many localities and units pointed out a series of difficulties and obstacles in the implementation process, especially the sustainable poverty reduction program; at the same time, they proposed returning part or all of the allocated capital.
Chairman of the Provincial People's Committee Le Van Dung said that the reason why many localities and units asked to return capital from the sustainable poverty reduction program was because initially, relevant sectors in the province advised on capital allocation that was not close to the actual situation.
As for localities and provincial units, it is not easy to return capital. From the beginning, realizing that the implementation of the program was not highly feasible, why not urgently propose to return the capital instead of delaying it for more than 7 months?
Comrade Le Van Dung emphasized that the National Target Program on Sustainable Poverty Reduction has great social significance, affecting many aspects of people's lives in Quang Nam.
Any locality or unit that proposes to return allocated capital must seriously review and clarify the responsibilities of relevant groups and individuals.
“The consistent guiding viewpoint of the Provincial People's Committee is that local authorities and departments, branches and units under the provincial bloc must take action with the highest political determination, do not give up when faced with difficulties; strive to quickly increase the disbursement rate of investment capital, the Provincial People's Committee does not accept the return of allocated capital, except in cases of force majeure,” said Mr. Dung.
According to the report of the Department of Labor, Invalids and Social Affairs, the total estimated budget of the central budget and provincial budget allocated to implement 7 component projects under the National Target Program on Sustainable Poverty Reduction in the whole province of Quang Nam in the 3 years 2022 - 2024 is more than 1,981.6 billion VND.
In 2024 alone, the estimated central and provincial budgets allocated to 12 districts, towns and cities in the lowland and mountainous areas to implement the sustainable poverty reduction program is more than 128.8 billion VND (including capital transferred from 2022 - 2023). As of July 24, 2024, localities have only disbursed more than 3.8 billion VND out of the total of more than 128.8 billion VND, reaching a rate of 3%.
