According to regulations, if a person uses a fake high school diploma to legalize university or higher education, when discovered, subsequent degrees and certificates such as bachelor's, master's, and doctorate will be revoked or canceled.
Public opinion is abuzz about the fact that Mr. Vuong Tan Viet (aka Venerable Thich Chan Quang) is not on the list of high school graduates but was awarded a bachelor's and doctorate degree.
So what does the law say about those who use fake high school diplomas to legalize their university or higher education and how are they handled?

According to Clause 3, Article 20 of Circular 08/2021/TT-BGDDT dated March 18, 2021 of the Ministry of Education and Training promulgating the Regulations on university training, it is stipulated that: "Students who use fake records, diplomas, and certificates as admission or graduation conditions will be forced to drop out of school; graduation diplomas, if already granted, will be revoked or canceled".
According to Article 25 of Circular 21/2019/TT-BGDDT dated November 29, 2019 of the Ministry of Education and Training promulgating regulations on management of junior high school and high school diplomas, intermediate pedagogical diplomas, college pedagogical diplomas, university education diplomas and certificates of the national education system, it is clearly stated that diplomas and certificates are revoked or canceled in the following cases:
1. Committing fraud in admission, studying, taking exams, defending graduation projects, theses, dissertations, or cheating in preparing documents to obtain degrees or certificates;
2. Granted to ineligible persons;
3. Issued by unauthorized person;
4. Erased, corrected;
5. For use by others;
6. Due to errors of the competent authority issuing the diploma or certificate.
The Circular also clearly states: The competent authority that issues diplomas and certificates is responsible for revoking and canceling diplomas and certificates.
The Minister of Education and Training decides to revoke or cancel diplomas and certificates or requests competent authorities to revoke or cancel diplomas and certificates in other cases.
When deciding to revoke or cancel a diploma or certificate, the content of the decision must clearly state the reasons for the revocation or cancellation. The decision shall be posted on the electronic information portal of the competent authority to revoke or cancel the diploma or certificate; and shall be sent to the person whose diploma or certificate is revoked, the inspection agency that discovers the violation (if any), the agency where the person whose diploma or certificate is revoked is working (if any), and relevant agencies and organizations.
Regarding the verification of Mr. Vuong Tan Viet's doctoral training records, the Ministry of Education and Training said that the Ministry has inspected and verified Mr. Vuong Tan Viet's training records at Hanoi Law University.
The training process records are basically not contrary to the legal regulations applicable to the case of student Vuong Tan Viet. The records show some shortcomings in the training process but have been overcome during that training process.
Regarding the quality assessment of Mr. Vuong Tan Viet's doctoral thesis, according to current regulations on doctoral training, the Ministry of Education and Training has sent review experts to review the quality of the thesis; based on the assessment results, the Ministry of Education and Training will establish a Thesis Assessment Council in accordance with regulations. This process needs more time to organize and implement.
