Germany shares experience in improving human resource quality for a just energy transition

On September 20, in Hanoi, the German Embassy in Vietnam chaired the workshop "Just Energy Transition - Opportunities for the Vietnamese Labor Market? German and Vietnamese Perspectives on Labor and Skills Demand".

The workshop was organized with the aim of analyzing and evaluating the potential that energy transition brings to economic development as well as the labor market of Vietnam, emphasizing that energy transition needs to consider and combine social, cultural, environmental, economic and identity aspects to ensure a fair transition, leaving no one behind.

The workshop is expected to create a forum to bring the topic of Energy Transition linked to Job Transition closer to the public, and more importantly, Vietnam has the right and appropriate policies to transition energy in a fair and sustainable manner.

The event attracted nearly 200 delegates to participate in person and more than 300 delegates to participate online from relevant agencies such as the National Assembly, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Industry and Trade, Vietnam Electricity Group, the Vietnam Federation of Commerce and Industry, the Vietnam Academy of Social Sciences, the German Institute for Employment Research, the Institute for Sustainable Futures - University of Technology Sydney and representatives of the private sector.

In his opening remarks at the workshop, Dr. Guido Hildner, German Ambassador to Vietnam, emphasized: “I would like to congratulate the Government of Vietnam on its ambitious goal of achieving carbon neutrality by 2050 and its comprehensive commitment to the Just Energy Transition Partnership (JETP) signed by Vietnam and the G7 Group in December last year.

Germany is a long-standing and reliable partner of Vietnam. The first joint project between the two countries in the field of renewable energy was launched in 2009. Since then, our cooperation has been continuously developing and today the total value of the portfolio of ongoing and planned projects amounts to more than 1 billion Euros.

During this conference, we would also like to share our own experience: In Germany, between 2012 and 2020, the number of employees working in green skilled occupations increased by 56.7% to 5 million. This shows that the energy transition is a complex process with high demands, but also great opportunities, bringing benefits to citizens and the economy.”

During the morning focus group discussion, international experts shared stories about the world's energy transition, highlighted the mechanisms that lead to success, and clarified the importance of building and nurturing the workforce, developing mechanisms and policies with a long-term vision to promote the development of new types of jobs and indirect jobs related to the energy transition.

Ms. Nguyen Thi Ha, Deputy Minister of Labor, War Invalids and Social Affairs, acknowledged the importance of training and improving skills for workers, and said that this is a necessary solution to support workers in maintaining jobs, changing jobs, thereby maintaining livelihoods and stabilizing their lives during the energy transition.

She hopes that experts and delegates will share their experiences in unlocking the potential of energy transition, and propose specific solutions related to employment and skills training for workers to serve the goal of a fair energy transition.

Mr. Ta Dinh Thi, Vice Chairman of the National Assembly's Committee on Science, Technology and Environment, affirmed: "Vietnam, together with the international community, is committed to striving to achieve carbon neutrality by 2050 and pursuing a just energy transition.

We are aware of the importance of developing the necessary skills and are ready to learn from good examples in the world; at the same time, we highly appreciate the Vietnam-Germany cooperation relationship and believe that this relationship will contribute positively to the fair energy transition and a green future, sustainable development for Vietnam."

In the afternoon, delegates continued to have in-depth group discussions in 5 areas: Wind power, solar power, the role of women in the energy industry, energy efficiency and green transport.

Here, delegates from the public and private sectors discussed, analyzed and proposed breakthrough solutions for a just energy transition in Vietnam.

Experts assert that there is a need for skills development and employment promotion solutions to realise the employment potential in this sector, while also paying attention to gender equality and enhancing the role of women in the energy transition.
