Making Vietnam-OECD cooperation increasingly effective and substantive

The Organization for Economic Cooperation and Development (OECD), established in 1961, currently has 38 member countries, most of which are the world's leading developed economies. This is a leading organization in research and socio-economic policy advice for governments, connecting and promoting the construction of global governance mechanisms on finance, tax, green growth, etc. The cooperative relationship between Vietnam and the OECD has grown strongly over the past decade and is increasingly becoming more in-depth, substantive, and effective, bringing benefits to Vietnam as well as the Southeast Asian region.

In March 2008, Vietnam officially became a member of the OECD Development Center and since 2012, Vietnam has always built a bilateral cooperation plan with the OECD in each phase: 2012-2015; 2016-2020 and 2021-2025.

In recent years, cooperation between Vietnam and the Organization for Economic Cooperation and Development (OECD) has grown strongly in an increasingly practical and effective manner. In addition, Vietnam has also been increasingly active in contributing many valuable initiatives, helping to promote the OECD’s Southeast Asia Program, thereby improving the quality of economic model reform in the region.

Speaking at this year's OECD-Southeast Asia Ministerial Forum, held in Hanoi (October 26-27), with the theme "Sustainable and quality investment: New impetus for the OECD-Southeast Asia partnership", OECD Secretary-General Mathias Cormann mentioned Vietnam as a typical illustration of the increasingly specialized and quality cooperation between OECD and countries: An example is the Guidelines on Due Diligence of Responsible Supply Chains for the Vietnamese Textile and Footwear Industry, developed by the OECD, which has met clear expectations, while ensuring respect for sustainable development in terms of environment and society.

Not only improving the quality of bilateral cooperation with OECD, Vietnam is also increasingly proactive and actively contributing more to cooperation between OECD and the Association of Southeast Asian Nations (ASEAN).

Since 2014, when the OECD launched the Southeast Asia Regional Program (SEARP) to support the economic reform process of countries in the region, Vietnam has always been an active member. In recent years, Vietnam has organized a series of important policy dialogue events between OECD and ASEAN, such as: Forum “Enhancing Productivity with Inclusive Growth in Southeast Asia” (June 2016); OECD-Southeast Asia Ministerial Forum (October 2022) in Hanoi on “Connecting the Region: Promoting Partnerships towards Resilient and Sustainable Supply Chains” and this year’s OECD-Southeast Asia Ministerial Forum, with the theme of sustainable and quality investment.

Together with Australia, Vietnam is currently the co-chair of SEARP for the 2022-2025 term. In this position, Vietnam has always proactively contributed initiatives. Most recently, at the OECD-Southeast Asia Ministerial Forum, which opened on October 26 in Hanoi, Deputy Prime Minister Tran Luu Quang proposed five orientations to promote OECD-ASEAN investment, and introduced Vietnam's investment perspectives, considering this as a contribution to discussions on sustainable and quality investment between OECD and ASEAN: One, protecting the legitimate rights and interests of investors. Two, accompanying businesses to overcome difficulties. Three, creating an equal, transparent, healthy and sustainable production and business environment and ecosystem. We believe that this will be the foundation for enhancing high-quality investment cooperation between Vietnam and OECD and ASEAN countries.

Vietnam’s impressive economic achievements and initiatives have been highly appreciated by the OECD. OECD Secretary General Mathias Cormann assessed Vietnam as a bright spot in economic development in the context of the gloomy global economy. In a report prepared for the OECD-Vietnam Investment Forum, held on October 27 in Hanoi, the OECD also stated that Vietnam is moving in a positive direction in meeting the high investment standards set by the OECD in the “Declaration on International Investment and Transnational Enterprises”, a document with high prestige among international investors.

OECD commented that Vietnam is one of the most steadfast reforming countries, with significant progress in terms of transparent investment environment as well as responsible business conduct (RBC). These are factors that help Vietnam increasingly promote its role in influencing important reform policies in the region./.
