During the official visit to Hungary by Prime Minister Pham Minh Chinh at the invitation of Hungarian Prime Minister Viktor Orban, on the afternoon of January 18 (local time), after the solemn welcoming ceremony, Prime Minister Pham Minh Chinh had a small meeting and talks with Hungarian Prime Minister Viktor Orban.
At the talks, in an atmosphere of sincerity and trust, Prime Minister Viktor Orban warmly welcomed Prime Minister Pham Minh Chinh and the high-ranking Vietnamese delegation; emphasizing that Prime Minister Pham Minh Chinh's visit is of great significance in the context that the two countries have just celebrated the 5th anniversary of the establishment of the comprehensive partnership (2018-2023) and are looking forward to the 75th anniversary of the establishment of diplomatic relations (1950-2025).
The Hungarian Prime Minister affirmed that Vietnam is always Hungary's leading important partner in Southeast Asia and believes that the visit will contribute to deepening the bilateral relationship into a more practical and effective one. Prime Minister Viktor Orban shared his special feelings and good impressions during his official visit to Vietnam in 2017.

Prime Minister Pham Minh Chinh expressed his gratitude for the warm, respectful and thoughtful reception that Prime Minister Viktor Orban and the Hungarian Government gave to the high-ranking delegation of the Vietnamese Government; expressed his joy at the socio-economic achievements Hungary has made and believed that Hungary will continue to develop more strongly in the coming time.
The Prime Minister affirmed that Vietnam always attaches importance to and wishes to strengthen relations with Hungary, Vietnam's first comprehensive partner in Central Eastern Europe.
On this occasion, Prime Minister Pham Minh Chinh sincerely thanked the valuable assistance of the Government and people of Hungary in the past struggle for national independence and reunification as well as in the current construction and development of Vietnam, most recently Hungary provided Vietnam with hundreds of thousands of doses of vaccines and medical equipment at the time when the Covid-19 pandemic was at its peak.

In an atmosphere of sincerity, trust and frankness, the two Prime Ministers had in-depth discussions on major orientations and specific measures to elevate the Vietnam-Hungary Comprehensive Partnership to a new height.
Regarding political and diplomatic cooperation, the two sides agreed to continue to increase contacts and exchanges of delegations at all levels, especially high-level ones, through all channels of the Party, State, Government, National Assembly and people-to-people exchanges to further enhance political trust and mutual understanding, creating a foundation to promote and expand bilateral cooperation in all fields.
Regarding economic-trade-investment cooperation, the two Prime Ministers agreed that this is an important pillar in bilateral relations; affirmed the need to further promote existing cooperation mechanisms, including promoting the early organization of the 10th Meeting of the Vietnam-Hungary Joint Committee on Economic Cooperation; encouraged agencies and businesses of the two countries to continue to fully and effectively implement the Vietnam-European Union Free Trade Agreement (EVFTA).
Prime Minister Pham Minh Chinh asked Hungary to create favorable conditions for Vietnamese goods to appear more in the Hungarian market, especially agricultural, forestry and fishery products; affirmed that Vietnam is ready to act as a gateway for Hungarian goods to access the Vietnamese and ASEAN markets.
On this occasion, Prime Minister Pham Minh Chinh thanked Hungary for actively supporting Vietnam in the process of negotiating and signing the EVFTA and being the first EU member country to ratify the Vietnam-EU Investment Protection Agreement (EVIPA).

The Hungarian Prime Minister affirmed that as the rotating EU President for the last 6 months of 2024, Hungary will push the remaining countries to ratify this Agreement. Prime Minister Pham Minh Chinh asked the European Commission (EC) to soon remove the "yellow card" on Vietnamese seafood.
Assessing Vietnam as one of Hungary's most potential markets in the Asia-Pacific region and with more and more Hungarian businesses interested in expanding their investment and business in Vietnam, Prime Minister Viktor Orban welcomed the organization of the Vietnam-Hungary Business Forum during his visit, creating opportunities for businesses to directly exchange and connect.
Prime Minister Viktor Orban affirmed his readiness to create favorable conditions for Vietnamese enterprises to invest in Hungary in potential fields such as information technology, automobile industry, etc.
Regarding education and training, the two sides welcomed the positive results achieved in recent times. Prime Minister Pham Minh Chinh thanked the Hungarian Government for granting 200 scholarships to Vietnam every year (the most among EU member countries).
The two sides welcomed the close and effective direct cooperation mechanism between the two countries' universities, demonstrated through a series of memorandums of understanding signed between Vietnamese and Hungarian training institutions during the visit.
In addition, the two sides agreed to further promote cooperation in other traditional areas such as culture - sports - tourism, labor, science and technology, environmental resources, agriculture, water management... while making efforts to expand cooperation in new areas such as circular economy, innovation, green finance, renewable energy, digital transformation...
Prime Minister Viktor Orban highly appreciated the role of the Vietnamese community in Hungary, which has made positive contributions to the local socio-economic development. Prime Minister Pham Minh Chinh thanked and suggested that the Hungarian Government continue to create more favorable conditions for the Vietnamese community to integrate more deeply into the host society, contributing to promoting the traditional friendship between the two countries in all fields.
Discussing regional and international issues of mutual concern, the two Prime Ministers affirmed their support for resolving disputes by peaceful means, in accordance with international law and the United Nations Charter, including not using force or threatening to use force, ensuring peace, stability and development in the region and the world.

Immediately after the talks, Prime Minister Pham Minh Chinh and Hungarian Prime Minister Viktor Orbán witnessed the signing and exchange of cooperation documents between ministries, sectors and agencies of the two countries, including: Agreement between the Government of Vietnam and the Government of Hungary on cooperation in preventing and combating transnational organized crime; Memorandum of Understanding on cooperation between the Ministry of Foreign Affairs of Vietnam and the Ministry of Foreign Affairs and Trade of Hungary; Cultural cooperation program between the Ministry of Culture, Sports and Tourism of Vietnam and the Ministry of Culture and Creativity of Hungary for the period 2024-2026.

Next, Prime Minister Pham Minh Chinh and Hungarian Prime Minister Viktor Orbán co-chaired a press conference to announce the results of the talks.
In front of officials from both countries and a large number of Vietnamese and Hungarian journalists, Hungarian Prime Minister Viktor Orbán said that in the context of many changes in the world situation, with both opportunities and risks and challenges, Hungary has recently implemented an Eastward policy. In particular, Hungary determined that the cooperative relationship between Hungary and Vietnam - an emerging country with an increasingly important role in the region and the world - is of utmost importance.
Believing that Hungary and Vietnam have many similarities in history, culture and geopolitical position in the international arena, the Hungarian Prime Minister said that the two sides agreed to further strengthen cooperation in all fields. In particular, the two countries need to make good use of EVFTA and EVIPA, especially in the import and export of agricultural products and pharmaceuticals; strengthen cooperation in the fields of education, training, science, technology, tourism, etc.

Prime Minister Viktor Orban stressed that the two countries have experienced many wars and have similar views on peace. Therefore, the two sides support each other in regional and international forums, valuing peace, stability, cooperation and development.
At the press conference, Prime Minister Pham Minh Chinh once again expressed his joy at leading a high-ranking delegation of the Vietnamese Government to visit the beautiful and hospitable country of Hungary for the first time; thanked the Prime Minister and Hungarian friends for the warm and respectful welcome given to the delegation.
Prime Minister Pham Minh Chinh said that he and Hungarian Prime Minister Viktor Orban had just had a very successful meeting. Accordingly, in the spirit of friendship, trust and mutual understanding, sincerity and on the basis of the traditional friendship of nearly 75 years, the two sides agreed that the traditional friendship and multifaceted cooperation between Vietnam and Hungary are developing positively in all fields, especially since the two countries upgraded their relationship to Comprehensive Partnership in 2018 during the official visit to Hungary by General Secretary Nguyen Phu Trong.
Sharing with the Hungarian Prime Minister about the similarities between the two countries, especially in experiencing many wars, Prime Minister Pham Minh Chinh reviewed the important milestones, full of pain and loss, but also very heroic of the Vietnamese people in the resistance wars against invading forces.
Therefore, according to the Prime Minister, Vietnam knows and appreciates the value of peace, loves peace and does its utmost for peace. The Prime Minister said that Vietnam pursues an independent, self-reliant, diversified and multilateral foreign policy, is a good friend, a reliable partner and a responsible member of the international community; and practices the bamboo diplomatic style as General Secretary Nguyen Phu Trong has pointed out: strong roots, sturdy trunk, flexible branches. In its foreign policy, Vietnam attaches importance to its traditional relationship with Hungary - the only country in Central Eastern Europe that has a Comprehensive Partnership with Vietnam.
The Prime Minister said that during the talks, the two sides mentioned and wished to promote cooperation in all fields; agreed to increase the exchange of delegations at high and all levels; support each other in multilateral forums, including establishing a contact mechanism when the two sides participate in multilateral activities.

The Prime Minister also said that the two sides agreed to promote economic, investment and trade cooperation to develop more, stronger and more extensively; determined to soon reach two-way trade turnover of 2 billion USD. The two sides agreed to continue promoting cooperation in the fields of security and defense, especially information exchange; training, technology transfer; cross-border crime prevention; cooperation in ensuring cyber security... Along with that, the two sides also reached consensus on cooperation in the fields of education, training, culture, tourism, vocational training, labor, employment...
The Prime Minister said he sincerely thanked the Hungarian Government and people for creating favorable conditions for the Vietnamese community in Hungary to live and integrate into the local society, serving as a bridge for the friendly relations between the two countries; he hoped that Hungary would soon recognize the Vietnamese community in Hungary as an ethnic minority of Hungary and enjoy equal policies like other ethnic groups in Hungary.
Prime Minister Pham Minh Chinh once again emphasized that the two sides agreed to support each other at multilateral forums, for peace, stability, cooperation and development of each country, in the region and in the world; bringing happiness and prosperity to the people of each country, leaving no one behind.
The Prime Minister asked Hungary to support ASEAN's stance and central role in the East Sea issue; resolve disputes by peaceful means, in accordance with international law, especially the 1982 UNCLOS; ensure security, safety, and freedom of aviation and navigation in the East Sea; support the effective implementation of the Declaration on the Conduct of Parties in the East Sea (DOC) and the negotiation process of a substantive and effective Code of Conduct of Parties in the East Sea (COC).
Prime Minister Pham Minh Chinh believes that Hungary will become increasingly powerful and prosperous; the Hungarian people will become increasingly happy and prosperous; and the Vietnam-Hungary relationship, which is already good, will become even better and more effective, commensurate with the potential and meeting the aspirations of the people of the two countries.
