In a document responding to the petition of voters in Ho Chi Minh City on improving the national energy reserve capacity to avoid the situation of escalating gasoline prices as in the past, the Ministry of Finance said: The national petroleum and gas reserve and supply infrastructure planning, approved by the Prime Minister on July 18, has set out many specific goals for the national petroleum reserve infrastructure.
That is "Ensuring infrastructure to serve national reserves with a capacity of 500-1,000 thousand m3 of petroleum products and 1,000-2,000 thousand tons of crude oil, meeting 15-20 days of net imports in the period 2021-2030; ensuring a capacity of 500-800 thousand m3 of petroleum products and 2,000-3,000 thousand tons of crude oil, meeting 25-30 days of net imports in the period after 2030".
According to the Ministry of Finance, up to now, the national reserve level for petroleum products has only reached about 9 days of net imports, and there is no national reserve for crude oil.
In the coming period, it is necessary to increase the national petroleum reserve to ensure national energy security and meet the requirements of the National Petroleum and Gas Reserve and Supply Infrastructure Planning for the 2021-2030 period, with a vision to 2050.
“After the Prime Minister approves the plan to increase the national petroleum reserve level, the Ministry of Finance will synthesize and submit to the Prime Minister for approval the national reserve development strategy until 2030, as a basis for the Ministry of Finance and relevant ministries and branches to implement the strategy and plan for national petroleum reserves in the coming time accordingly,” said the Ministry of Finance.
Ho Chi Minh City voters also proposed to study the construction of a separate, independent National Energy Reserve Center because currently the national reserve still depends on the reserves of enterprises.
The Ministry of Finance cited legal regulations and said that the Ministry of Industry and Trade is the agency assigned by the Government to manage the list of petroleum products and crude oil in national reserves.
In the decision approving the National Petroleum and Gas Reserve Infrastructure Plan for the 2021-2030 period, with a vision to 2050, the Prime Minister assigned the Ministry of Industry and Trade to be the lead agency in implementing the goals and tasks set out in the plan. These include the goals and tasks of building a national reserve infrastructure for petroleum and crude oil products.
Therefore, regarding the construction of a separate, independent National Energy Reserve Center to manage national petroleum reserves, the Ministry of Finance requests that voters in Ho Chi Minh City make recommendations to the Ministry of Industry and Trade.
The Ministry of Finance said it will coordinate with the Ministry of Industry and Trade and relevant ministries and branches to implement the goals and tasks approved by the Prime Minister in accordance with regulations.
