FLC's 371 billion VND high-tech agricultural project is sluggish, Quang Tri issues another 'ultimatum'

Quang Tri Department of Planning and Investment requested FLC's FAM high-tech agricultural project to report its implementation plan, deposit money or terminate the project before December 20. If there is no response, the project will be terminated.

On December 11, the Department of Planning and Investment of Quang Tri said it had just sent a document to FAM Quang Tri Agricultural Products Production and Import-Export Trading Company Limited regarding the implementation of the FAM - Quang Tri high-tech agricultural zone project.

Many times proposed to withdraw the project

Accordingly, in September 2024, the Provincial People's Committee held a meeting with the investor and shared the difficulties of the investor in the past time.

With the cleared land area, the Provincial People's Committee requests investors to urgently complete the dossier and send it to the Department of Planning and Investment for appraisal before September 30 if they still have investment needs.

After the above deadline, if there is no response, the province will proceed with the project termination procedures in October 2024.

On September 16, the company sent a document requesting to postpone the deadline for reporting the project implementation plan to December 2024. However, the Department of Planning and Investment still required the investor to complete it by September 30.

Up to now, the investor has not yet implemented the required content.

Therefore, the department requested the company to report on the implementation plan before December 30, with contents on financial capacity, capital mobilization ability, and commitment to deposit money to ensure project implementation.

At the same time, clearly state the progress of the next steps, specify the progress of administrative procedures and construction, procurement, equipment installation, labor recruitment, and putting the entire project into operation.

In case the company decides to terminate the project, the department also requests the investor to carry out procedures to terminate the investment project before December 20.

After the above deadline, if the company does not respond, the Department of Planning and Investment of Quang Tri will carry out procedures to terminate the project according to the provisions of law.

In a document sent to the People's Committee of Quang Tri province in September 2024, the company said that this is a feasible project for socio-economic development and "is eager to continue implementation".

“Currently, our company is in the process of looking for a partner with enough capacity and experience to cooperate in investing and continuing to implement the project,” the document said.

Since the beginning of 2022, Cam Lo district and departments have repeatedly proposed terminating the project due to slow progress and land waste. Quang Tri has continuously held many meetings to decide the "fate" of this project but has not yet made a final decision.

The Ministry of Public Security once requested to provide documents related to FLC.

This project was approved by Quang Tri province in 2018. The investor then advanced 5.2 billion VND to Cam Lo District People's Committee to compensate and clear 60ha/198ha of the entire project. The investor also signed an agreement to guarantee the project implementation but has not yet paid a deposit of 5.21 billion VND.

According to Cam Lo District People's Committee, this company belongs to FLC Group.

The company leveled the ground and stopped construction until now. Some households planted acacia trees on this land, although the government encouraged and forced them, the situation did not stop, causing difficulties for management.

The project was expected to be operational in April 2019 but has not yet been completed, 5 years and 8 months behind schedule.

Previously, in July 2022, the Ministry of Public Security requested Quang Tri province to provide information about this project during the investigation of the stock market manipulation case occurring at FLC Group Joint Stock Company.
