Accordingly, the People's Committee of Ninh Thuan province informed: On November 25, 2009, the National Assembly issued Resolution No. 41/2009/QH12 on the investment policy of the Ninh Thuan Nuclear Power Project, including 2 plants: Ninh Thuan Nuclear Power Plant 1 located in Phuoc Dinh commune, Thuan Nam district and Ninh Thuan Nuclear Power Plant 2 located in Vinh Hai commune, Ninh Hai district. However, on November 22, 2016, the National Assembly issued Resolution No. 31/2016/QH14 on stopping the implementation of the investment policy of the Ninh Thuan Nuclear Power Project according to Resolution No. 41/2009/QH12 dated November 25, 2009 of the National Assembly.
At the 8th Session, the 15th National Assembly issued Resolution No. 174/2024/QH15 on continuing to implement the investment policy for the Ninh Thuan Nuclear Power Project. This is an important step in the strategy for sustainable energy development and ensuring national energy security; meeting the energy requirements for green development, sustainable development, effectively responding to climate change and environmental protection in the new situation and meeting the target of double-digit economic growth in the new era, along with the strong development of artificial intelligence, cloud computing... Continuing to implement the policy of building nuclear power plants in Ninh Thuan and component projects is extremely necessary and urgent.
This is a project of national importance, Prime Minister Pham Minh Chinh has directed the People's Committee of Ninh Thuan province to urgently implement the work of site clearance and resettlement for both nuclear power plants to complete the handover of the project site to the investor in 2025. To achieve the goal of striving to complete the investment and construction work before December 31, 2030, and at the latest before December 31, 2031 to celebrate the 100th anniversary of the founding of the Party and the 85th anniversary of the founding of the country, the Prime Minister requires the synchronous and drastic participation of the entire political system as well as the consensus and high determination of the people, especially the people in the project area.
To ensure implementation progress and optimize economic, environmental and technical factors, at the 9th extraordinary session, the National Assembly passed Resolution No. 189/2025/QH15 dated February 19, 2025, stipulating a number of special mechanisms and policies for investment in the construction of the Ninh Thuan Nuclear Power Project, including a special mechanism on compensation, support and resettlement when the State recovers land at the highest level. Currently, the People's Committee of Ninh Thuan province is urgently working with investors and ministries to continue reviewing and developing specific policies, proposing additional necessary contents to continue submitting to the Central Government to organize the project implementation smoothly, quickly and effectively.
Through the special mechanisms and policies issued, it shows the attention and determination of the Party and Government towards the project, affirming that the Nuclear Power Plant Project is a strategic decision, demonstrating the strong will and determination of the entire political system from the Central to local levels.
Ninh Thuan province will play an important role in implementing the nuclear power project, not only being the place to implement the project but also being the leading locality in applying clean energy technologies. Implementing the direction of the Prime Minister, Ninh Thuan province is committed to accompanying and creating favorable conditions for investors and construction units, with special support policies such as simplified administrative procedures, closely coordinating with central agencies to speed up the project implementation progress. Up to now, Ninh Thuan province has had very specific plans and implementation roadmaps, assigned to each local department, in which special attention is paid to compensation, resettlement, and social security, helping the people of the province to trust and accompany in implementing the common goals of the country.
In addition to the leadership and implementation role of the government, the consensus and support of the local people are the key factors determining the success of the Project. The people are not only the beneficiaries of the socio-economic benefits of the Project, but also the ones who directly participate in monitoring, giving comments and accompanying the government in the implementation of the Project. The solidarity and unity between the State and the People is the solid foundation for the smooth implementation of the Nuclear Power Plant Project, meeting the requirements of sustainable development, ensuring national energy security and contributing to the country's strong development in the new era.
