Pour more money to seize the opportunity
Speaking to Giao Thong Newspaper reporters, Mr. Nguyen Toan Thang - Deputy Director of the Ha Nam Province Construction Investment Project Management Board said: The province has decided to invest an additional 350 billion VND to expand the roadbed and synchronize the infrastructure of the project to invest in building a connecting road from National Highway 1A to Cau Gie - Ninh Binh Expressway via Liem Son intersection, passing through Binh Luc district to National Highway 21A, National Highway 21B, the road connecting the two expressways Hanoi - Hai Phong and Hanoi - Ninh Binh.
The project also connects two special national relics, Tran Thuong Temple (Ha Nam province) and Tran Temple Historical and Cultural Relic Site (Nam Dinh province). This project is still known as the new East-West corridor axis of the province.
The new East-West corridor of Ha Nam province cutting through the North-South expressway at the Liem Son intersection will open up new opportunities for localities.
"Although we invested an additional VND350 billion, the total investment of the project only increased by VND150 billion. The reason is that the site clearance and construction process saved VND110 billion. With the additional VND350 billion, we will narrow the median strip to widen the main roadbed, the 18km section from the QL1A intersection to QL21B.
The roadbed after expansion will be raised from 2 lanes on each side of 7.5m to 10.5m on each side. In addition, a system of service roads on both sides will be built in the 8km section from the QL1A intersection to the Cau Gie - Ninh Binh expressway intersection (Liem Son intersection)," said Mr. Thang.
There is no service road, people go the wrong way on the main road, causing traffic safety risks.
According to the leader of the Investment and Construction Project Management Board of Ha Nam province, this additional investment was made based on the request of the localities.
Currently, along both sides of the road, districts and towns have planned to build many urban areas, industrial parks and geriatric hospitals. Therefore, if there is no connecting road, people will have to go a long way around because according to the design, 8km has only 4 points of median strip opening.
Besides, during holidays, Lunar New Year and spring festival, we see that the number of tourists visiting here increases dramatically, sometimes overloaded, so when expanding and building a system of service roads with sidewalks and trees, it will create a new look for the route that the province has planned as a tourist route.
Another urgent reason to invest in expanding the road earlier than expected is to seize the opportunity when the expressway interchange in Liem Son is only a year away from opening. Traffic flow to the area will certainly increase.
With an additional 350 billion VND, the route will be invested in a synchronous manner instead of being divided into phases as it is now.
Clear ground, contractor speeds up
In late May, the weather in Ha Nam became more stifling as it continuously experienced prolonged heat waves.
Despite the harsh weather conditions, the East-West Corridor construction site was always filled with the sound of machinery. The bustling atmosphere made us feel like everyone was "hotter" than the weather.
Engineer Pham Van Duc, in charge of construction techniques at the construction site of Xuan Thanh contractor, said: We basically completed the main route according to the design of phase 1 before Tet. Then we temporarily stopped to adjust the project.
For over a week now, we have been arranging equipment to widen the main road and build a system of service roads on both sides.
Contractors mobilized large amounts of machinery and equipment to speed up construction progress.
The contract will end at the end of 2025, but the province has directed and the company is determined to complete the entire extension and the service road system this year.
To achieve the set goal, the unit mobilized all resources with: 24 rollers, excavators, bulldozers, and nearly 100 transport vehicles.
At the construction site, we are currently arranging 3 simultaneous construction projects including: stripping organic soil to narrow the median strip, making the roadbed and the sewer and ditch system.
Materials such as crushed stone aggregate (base A, base B) have been gathered, the asphalt production line and asphalt mixing plant are always ready in the factory. Now we just need to wait for favorable weather to reach the finish line on time.
At the Liem Son intersection, the location considered the project's critical path, engineer Trinh Van Luan said: On May 20, the district handed over the last meters of the ground, we immediately started digging and filling the foundation.
Currently, 2 teams are working 3 shifts at the same time, aiming to complete the frontage road system first this November. After that, they will cut off the traffic flow of the expressway and build an overpass.
Mr. Nguyen Toan Thang, Deputy Director of the Investment and Construction Project Management Board of Ha Nam province, introduced the planned industrial parks and urban areas, following the road under construction.
For the remaining sections, contractor Vinaconex has completed 9.5/14.6km of excavation and embankment, with output reaching 200 billion VND, equivalent to 35%; contractor Dai Phong has completed 9.5/10.2km of excavation and embankment, with output reaching 290 billion VND, equivalent to 40%.
Mr. Thang said: The contractors are all working very hard, closely following the progress assigned by the province and the board. If the site is handed over on schedule, we are confident that we can complete the project in September 2025. This will be one of the projects to celebrate the 21st Ha Nam Provincial Party Congress.
Regarding the site, according to Mr. Thang, Thanh Liem district completed the handover on May 20. Binh Luc district still has 59 households within 400m of the railway and provincial road 496 intersection. The most urgent issue is still Ly Nhan district with 187 households that must be resettled. Currently, the province has directed and the districts strive to complete the handover of the site before July 30.
From the intersection to the East, the route will pass through the developing areas of Thanh Liem, Binh Luc, Duy Tien, and Ly Nhan districts. The road will have an intersection with the North-South expressway, Cau Gie - Ninh Binh section, in Liem Son commune; there will be a road connecting to the two most popular spiritual tourist destinations in the northern provinces, Dia Tang Pagoda and Cay Thi Pagoda. In addition, the route also connects to Trung Thanh industrial park (Y Yen district, Nam Dinh).
The end of the route will be the connection point with Thai Ha bridge to Thai Binh, or through Hung Ha bridge to Hung Yen to connect with the 2 highways to Hai Duong, Hai Phong.
It must be said that this is a strategic corridor axis to welcome the future of Ha Nam province. When the route is completed, in addition to sharing the load between the two newly upgraded and overloaded expressways, it will also create a new and extremely convenient trade axis for the Ha Hung Nam Thai quadrangle (Ha Nam, Hung Yen, Thai Binh, Nam Dinh).
