Today, February 5, Director of the Department of Transport of Quang Tri province Tran Huu Hung said that the project of connecting the East branch of Ho Chi Minh road with the West branch of Ho Chi Minh road in Vinh Linh district is stuck at 4.5 km because 14 hectares of natural forest within the land clearance area auctioned off have no buyers.

The project of connecting the East branch of Ho Chi Minh Road with the West branch of Ho Chi Minh Road is 15 km long, with a total investment of nearly 230 billion VND, and will be implemented from 2021 to 2024. To date, 10.5 km have been constructed, the remaining 4.5 km are stuck due to the auction and liquidation of natural forests. In November 2024, Quang Tri province adjusted the project completion date to 2025 because the auction of the above forest area was unsuccessful and there was no land for construction.

“The recent auction was unsuccessful, so the Ben Hai River Basin Protection Forest Management Board sent a document to the Provincial People's Committee requesting permission to exploit the forest because no one participated in the auction. After the exploitation is completed, the products will be auctioned,” Mr. Hung informed.

Regarding the project's progress, the leader of the provincial Department of Transport said that the forest has not been cleared yet so the progress cannot be predicted, but the plan is to complete the project by 2025.

Director of the Ben Hai River Basin Protection Forest Management Board Nguyen Ngoc Hung added that the unit and the North-Central-South Joint Stock Auction Company organized the third property auction, within 15 working days, from January 6 to 23. By the end of January 20, no customers had purchased the documents and registered to participate in the auction, so the auction was not eligible to take place.

The auctioned asset is 14.1 hectares of natural forest, with a reserve of 2,850 m3 of wood belonging to groups 5 - 8, with a starting price of nearly 3.6 billion VND. The starting price of the third auction has decreased compared to the previous two, the first starting price was nearly 5.9 billion VND.

The management board believes that the demand for natural forest wood among people is currently very limited. Auctioned wood belongs to groups 5 - 8, which are types of wood that deteriorate very quickly and cannot be used to make household wooden products. The wood is not uniform in type and size, so it is only suitable for raw materials of MDF wood factories.

On the other hand, the natural forest area for auction stretches along the designed but unpaved road, making it difficult to exploit and transport wood, and the exploitation cost is high.

Based on that reality, the Ben Hai River Basin Protection Forest Management Board proposed the Quang Tri Provincial People's Committee to cancel the decision to price this wood lot at 3.6 billion VND; use the budget to exploit and transport the wood out of the forest and then auction it; and re-evaluate the cost of exploiting and transporting natural forest wood because this cost is higher than the current rate prescribed for planted forests.
