The Ministry of Planning and Investment has just sent an official dispatch to the People's Committee of Nam Dinh province regarding the investment proposal for the Nam Dinh - Thai Binh - Hai Phong - Quang Ninh coastal railway project.
According to the Ministry of Planning and Investment, the Railway Network Planning for the period 2021 - 2030, with a vision to 2050, approved in Decision No. 1769/QD-TTg, the Nam Dinh - Thai Binh - Hai Phong - Quang Ninh coastal railway has an investment roadmap after 2030.
“At Point 2, Section III, Article 1 of Decision No. 1769/QD-TTg, for investment planning projects after 2030, in case localities or investors have investment needs, they can report to the Prime Minister, coordinate with the Ministry of Transport and localities with routes passing through to clarify the need for investment at the present time; the ability to mobilize capital, propose specific project investment plans, report to the Prime Minister for consideration and decision”, said the Ministry of Planning and Investment.
Previously, in early October 2024, the People's Committee of Nam Dinh province sent an official dispatch to the Ministry of Planning and Investment, the Ministry of Transport, and the Ministry of Finance regarding the investment proposal for the Nam Dinh - Thai Binh - Hai Phong - Quang Ninh coastal railway project.
Specifically, the Nam Dinh Provincial People's Committee requested the above three ministries to pay attention to and study and submit to the Government and Prime Minister to invest in the construction of the Nam Dinh - Thai Binh - Hai Phong - Quang Ninh coastal railway according to the approved plan.
The leader of Nam Dinh Provincial People's Committee said that in order to continue to improve the province's transport infrastructure system with the aim of developing the socio-economy of disadvantaged areas, dynamic economic zones and growth poles of the province, connecting regions and inter-regions according to the plans approved by the Prime Minister; diversifying types of transport, reducing pressure on roads, in addition to investing in developing the road network system, it is necessary to pay attention to investing in the railway network.
In Resolution No. 30-NQ/TW dated November 23, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045, the issue of researching investment in the North-South high-speed railway line is raised.
Currently, the North-South high-speed railway project is having its pre-feasibility study report appraised by the Ministry of Planning and Investment.
According to the proposal, the high-speed railway section on the North-South axis passing through Nam Dinh province is about 30.5 km long, the station is located in Hung Loc ward, Nam Dinh city (My Hung commune, old My Loc district) near the current Dang Xa railway station. This is a very important station location to help connect inter-regions, connecting the provinces in the Northern coastal region.
To effectively promote the high-speed railway, investment in connecting transport infrastructure, especially the coastal railway Nam Dinh - Thai Binh - Hai Phong - Quang Ninh, is very important and necessary.
According to the Railway Network Planning for the period 2021 - 2030, with a vision to 2050, in the period up to 2030, there will be 17 newly invested railway lines with a total length of 2,471 km.
Of which, the Nam Dinh – Thai Binh – Hai Phong – Quang Ninh coastal railway (including the Nam Hai Phong – Ha Long section of about 37 km) has a length of 101 km, track gauge of 1,435 mm, with an investment roadmap after 2030.
