Simultaneously launching forces participating in protecting security and order at the grassroots level in Thanh Hoa province

On July 1, 2024, the Law on Forces Participating in the Protection of Security and Order (SOC) at the Grassroots Level officially came into effect. Along with the whole country, on July 1, Thanh Hoa province simultaneously organized a ceremony to launch the forces participating in the protection of SOC at the grassroots level in 558 communes, wards and towns across the province. Thieu Hoa district is the district-level unit selected by the Provincial People's Committee to organize the launching ceremony.

In recent years, the work of ensuring security and order in the province has achieved many positive results, contributing significantly to the socio-economic development of the province. Party committees and authorities at all levels have paid attention to leading, directing, implementing, and mobilizing the strength of the entire political system, in which the police force plays the core role, and have made efforts to resolutely and effectively implement many projects, plans, and measures to ensure security and order and social safety. Thanks to that, the security and order situation in the province has been maintained and stabilized.

In addition to the achieved results, the implementation process also gave rise to a number of complex social issues; notably the activities of certain types of crimes and social evils such as drugs, theft, causing injuries, gambling, lottery... Crimes and violations of the law arising from conflicts and disputes among the people tend to increase.

On November 28, 2023, at the 6th Session, the 15th National Assembly passed the Law on Forces Participating in Protecting Security and Order at the Grassroots Level. The Law takes effect from July 1, 2024.

To specify the contents assigned by the Law, implement the direction of the Government and the Ministry of Public Security, based on the advice of the Provincial Police, after reporting to competent authorities, on June 27, 2024, the People's Committee of Thanh Hoa province issued Decision No. 29/2024/QD-UBND deciding on the number of security and order protection teams and the number of security and order protection team members in the province. This is an important legal basis for localities in the province and the whole country to simultaneously organize the launching ceremony of the security and order protection force at the grassroots level.

Speaking at the ceremony, Chairman of the Provincial People's Committee Do Minh Tuan stated: In addition to Thieu Hoa district, which is the unit chosen to lead the pilot, on July 1, all districts, towns and cities in the province simultaneously organized the launching ceremony of the security and order protection force at the grassroots level. Accordingly, the province will establish 4,351 security and order protection teams in villages, hamlets and neighborhoods with 13,053 members who are arranged independently and do not hold concurrent positions. From today, comrades in the security and order protection force at the grassroots level will officially have a legal basis, the best conditions to promote their roles, experience and long-term commitment to the work of maintaining security and order, contributing to the socio-economic development of the locality and the country.

The launching ceremony of the grassroots security force is an important milestone affirming the growth and maturity, as well as marking a new development stage of the force participating in protecting security and order at the grassroots level.

On behalf of the provincial leaders, the Chairman of the Provincial People's Committee acknowledged, commended and highly appreciated the Provincial Police for promptly advising the Provincial People's Committee to promptly submit to the People's Council the Resolution on implementing the Law on Forces Participating in Protecting Security and Order at the Grassroots Level from July 1, 2024. In a short time, Thieu Hoa District urgently and actively prepared the content and conditions to organize a solemn and thoughtful launching ceremony.

In the coming time, to promote the role and position of the force participating in protecting security and order at the grassroots level in the province in general and Thieu Hoa district in particular, Chairman of the Provincial People's Committee Do Minh Tuan suggested that Party committees and authorities at all levels need to unify awareness, determine the position and importance of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level to direct the Public Security force with a core role, coordinate with branches and organizations to advise on implementation in a complete, unified, comprehensive and close-knit manner.

It is necessary to mobilize the entire political system to organize propaganda to create people's support for the forces participating in protecting security and order at the grassroots level. Regularly monitor, urge, inspect, and evaluate the situation and results of task implementation, promptly correct and overcome shortcomings and limitations to improve the quality of activities to meet the requirements and tasks in the new situation.

Continue to take care of building a revolutionary, clean, strong, disciplined, elite, and modern People's Public Security force. Advise the Party Committee and the government on leadership, direction, and management of the organization, operation, and management of the force participating in protecting security and order at the grassroots level, guide, assign, and inspect the implementation of tasks of the force participating in protecting security and order to ensure high efficiency, contributing to ensuring good security and order in the locality.

Regularly pay attention to consolidating, improving, supporting and creating the best conditions for the forces participating in protecting security and order at the grassroots level to excellently complete assigned tasks, contributing to maintaining security and order, effectively serving the task of socio-economic development of the locality. Timely commend, encourage and reward collectives and individuals with outstanding achievements in performing the task of fighting crime and maintaining security and order in the locality.

Members of the security and order protection team at the grassroots level must regularly improve their professional qualifications, skills, and understanding of the law; cultivate political qualities, ethics, and lifestyles, and be worthy of being a trustworthy force of the Party Committee, government, and people at the grassroots level.

In particular, it is necessary to perform well 6 groups of tasks to support the commune-level police, including: Grasping the situation of security and order; building a movement for the whole people to protect national security; fire prevention and fighting, rescue; administrative management of social order; mobilizing and educating people who have violated the law and are residing at the grassroots level; patrolling to ensure security and order, traffic safety; performing security and order protection tasks when mobilized.

Resolve promptly, quickly, early, from the grassroots level incidents related to security and order, not allowing small conflicts to become big incidents, giving rise to crimes and creating "hot spots".
