The Competition Law does not allow businesses to dump goods and services, but in the national concentrated promotion program held from December 2023 to early February 2024, the Ministry of Industry and Trade allows businesses to apply a promotion rate of up to 100% if they want.

Promotional program introduction meeting nationwide |
On the morning of November 29, in Hanoi, the Trade Promotion Agency (Ministry of Industry and Trade) held a press conference to introduce the "National Concentrated Promotion Program 2023" (Vietnam Grand Sale 2023).
This program will take place simultaneously nationwide, with the Trade Promotion Agency as the focal point, coordinating with the Department of Industry and Trade of provinces and centrally-run cities, associations, industries, businesses and related organizations to guide and support businesses in implementing promotional programs.
All businesses have the right to participate in the program by proactively implementing their own promotional activities, with content aimed at consumers; proactively applying the maximum promotional limit (up to 100%). However, businesses must ensure that promotional activities are legal, honest, public, transparent and ensure the rights and legitimate interests of consumers; ensure the quality of goods and services.
According to Clause 4 and Point b Clause 5 Article 6 of Decree No. 81/2018/ND-CP: "In cases of organizing concentrated promotional programs (Lunar New Year: 30 days before the first day of the Lunar New Year), the maximum limit on the value of goods and services used for promotion is 100%". Thus, according to this regulation, businesses are allowed to promote up to the limit of 100% from December 4, 2023 to February 9, 2024, said a representative of the Ministry of Industry and Trade.
