On the afternoon of September 12, the working delegation of comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Commission, inspected and directed the work of overcoming the consequences of storm No. 3 and floods in Ninh Binh province.
Also attending was comrade Nguyen Quang Duong, member of the Party Central Committee, Deputy Head of the Central Organizing Committee.
Working with the delegation were comrades: Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee; Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue; and leaders of the Provincial People's Committee.
The delegation inspected the readiness work of Lac Khoi spillway, Gia Lac commune; Gia Vien pumping station (Gia Vien district); visited and presented gifts to units performing the task of preventing, fighting and overcoming the consequences of storms and floods, and to households affected by floods in Kenh Ga village.
Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Disaster Prevention and Control Pham Quang Ngoc gave a preliminary report on the province's terrain and hydrology, flood developments on Hoang Long and Day rivers, vulnerable points, and residential areas that are regularly under flood pressure. For storm No. 3, Ninh Binh province has focused on synchronously and promptly deploying response plans with a spirit of urgency and determination, mobilizing the entire political system to participate. Information and propaganda work has been directed with attention so that organizations, businesses and people can proactively take response measures.
However, storm No. 3 did not directly affect the province, did not cause any loss of life to the people, basic assets were secured, there was no major damage, mainly a small amount of assets, trees, crops. Some residential areas were flooded, however, mainly low-lying areas, outside the dike, people have adapted to life in the river area.
Regarding the flood situation on rivers, in the past few days, due to the influence of storm No. 3 and the tropical convergence zone connecting with the low pressure area (weakened from storm No. 3), there has been heavy and very heavy rain in the province, the rainfall measured from September 5 to September 12 was over 400 mm. In addition, in the North, there has been continuous heavy rain, the water level on Hoang Long River and Day River is continuously above alert level 3. It is forecasted that at 7:00 p.m. on September 12, the water level on Hoang Long River at Ben De is likely to rise to 5.3 m.
Faced with the complex developments and dangerous level of flood water on the rivers, the province has specific plans to respond; including being ready to operate spillways if the water level continues to rise. However, the province will also try its best, closely monitor the actual situation to decide on appropriate plans, avoiding affecting people's lives but also ensuring absolute safety for the dike.
On this occasion, he also, on behalf of the Provincial Party Committee, People's Council and People's Committee, proposed to the Central Government to have an investment project to upgrade the Hoang Long dike to an elevation of 6.0m, at the same time eliminating flood diversion and flood slowing areas in the province; ensuring a stable life for nearly 25,000 households (about 100,000 people), while creating conditions for the province to use and promote the value of nearly 15,000 hectares to serve socio-economic development in a fast and sustainable direction. Along with that, there should be a general policy or the province should issue a policy to relocate households that are frequently flooded, especially in heritage areas.
Sharing the difficulties of Ninh Binh province as well as many other northern localities that are heavily affected by natural disasters and floods, comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee, said that the Politburo highly appreciated the spirit and proactiveness of the province in responding to natural disasters and floods.
Emphasizing the need to put people's lives, safety and health first, the Head of the Central Organizing Committee requested the province to absolutely not be subjective or negligent, to strictly implement the direction of the Government and the Ministry of Agriculture and Rural Development, and to ensure good "4 on-site" work.
Regularly contact and consult the Ministry of Agriculture and Rural Development, the Central Hydrometeorological Center, the Ministry of Natural Resources and Environment to make the most appropriate decision, ensuring both the safety of people's lives and the safety of dike works. In the immediate future, resolutely evacuate households living in dangerous areas to safe places. In addition, special attention should be paid to vulnerable groups, the elderly, children, health issues, and disease safety during floods. Regarding the recommendations and proposals of the province, he noted and will report to the Government for comments.
