On the morning of June 3, at the Central Party Office Headquarters, a conference was held to announce the Politburo's Decision to transfer and assign Senior Lieutenant General Nguyen Duy Ngoc, member of the Central Party Committee, member of the Standing Committee of the Central Public Security Party Committee, Deputy Minister of Public Security to hold the position of Chief of the Central Party Office.

Attending the conference were comrades: Luong Cuong, Politburo member, Standing member of the Secretariat; Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Commission. Comrades of the Party Central Committee: Mai Van Chinh, Deputy Head of the Standing Committee of the Central Organization Commission; Senior Lieutenant General Luong Tam Quang, Deputy Minister of Public Security; Le Quoc Hung, Deputy Minister of Public Security; Lam Thi Phuong Thanh, Deputy Chief of the Standing Office of the Party Central Committee Office and comrades representing the Party Central Committees; the Party Central Committee Office and the Ministry of Public Security.

At the Conference, Comrade Mai Van Chinh, member of the Party Central Committee, Deputy Head of the Standing Committee of the Central Organization Committee, announced the Politburo's Decision on personnel work. Accordingly, the Politburo decided: Senior Lieutenant General Nguyen Duy Ngoc, member of the Party Central Committee, member of the Standing Committee of the Central Public Security Party Committee, Deputy Minister of Public Security, ceased to hold the position of member of the Standing Committee, member of the Central Public Security Party Committee for the 2020-2025 term; transferred and appointed to the position of Chief of the Party Central Office.

The Standing Member of the Secretariat affirmed that Senior Lieutenant General Nguyen Duy Ngoc being entrusted with a new task by the Party, State and people is not only a joy and pride for him personally, his family and his hometown, but also a joy for the Party and the Public Security force. This is a very important milestone, recognizing the Central Committee and the Politburo's assessment of Comrade Nguyen Duy Ngoc's dedication and contributions to the Party's revolutionary cause.

According to Standing member of the Secretariat Luong Cuong, Senior Lieutenant General Nguyen Duy Ngoc is a capable officer, who has received basic and systematic training, has been trained and tested in practice from the grassroots to the leadership of the Ministry of Public Security, and has been assigned a number of very important tasks by the Party and the State. Throughout his career, he has always fulfilled his assigned tasks well. He has been awarded many noble titles by the Party, the State, and the Ministry of Public Security.

Standing member of the Party Central Committee Secretariat Luong Cuong emphasized that the Central Office has a particularly important position and role. This is an advisory body, assisting the Central Executive Committee, directly the Politburo and the Secretariat in organizing and operating the Party's leadership work, coordinating and harmonizing the activities of the Party Central Committee's advisory bodies... At the same time, the Party Central Office is also a comprehensive information center for senior leaders of the Party and State.

Emphasizing that the tasks in the coming time are very heavy, in order to meet the new requirements, the Standing Committee of the Secretariat requested the new Chief of the Central Party Office to quickly grasp the situation, in which it is necessary to focus on closely following the working program of the Central Executive Committee, the Politburo, and the Secretariat for the entire term, including 2024, and first of all, preparing for the 10th Central Conference of the 13th tenure.

The Standing Secretariat requested the Chief of the Central Office to grasp the situation, coordinate closely with the Central agencies to do a good job of advising the Central Executive Committee, the Politburo, the Secretariat and the Standing Secretariat in directing and organizing the implementation to ensure the progress and quality of the work that the agencies have determined. Prepare to organize and serve well the conferences of the Central Committee, the Politburo and the Secretariat.

The leaders of the Party Central Office congratulated comrade Le Minh Hung and comrade Nguyen Duy Ngoc on their new assignments.

The Standing Secretariat also emphasized that Comrade Nguyen Duy Ngoc and the leadership of the Central Office should promote the responsibility, capacity and enthusiasm of the cadres and office staff to handle the daily work of the Party well; grasp the area, promptly advise and handle well the work, arising issues, issues that need to be resolved, difficulties and obstacles, especially issues with potential complex factors. Perform well the functions and tasks of the Central Office of the Party, perform well the role of advising and managing the Party's assets, promote the role of the head in encouraging and using cadres and party members of the Central Office of the Party; focus on implementing the main tasks and tasks of coordinating the preparation for Party Congresses at all levels towards the 14th National Party Congress; continue to maintain, uphold and enhance the tradition of the Central Office of the Party.

Standing member of the Secretariat Luong Cuong believes and hopes that comrade Nguyen Duy Ngoc will quickly approach the new job, successfully complete the tasks assigned by the Party Central Office and the Chief of the Central Office in the context of Party congresses at all levels, towards the approaching 14th National Party Congress...

Speaking at the ceremony, comrade Nguyen Duy Ngoc respectfully thanked the Party for its recognition and trust. Accepting the direction of the Standing member of the Secretariat, he affirmed that he would quickly grasp the work, promote tradition and solidarity, and work with the Central Party Office to successfully complete the assigned tasks.

Comrade Nguyen Duy Ngoc was born in 1964; hometown: Luong Bang town, Kim Dong district, Hung Yen province; professional qualification: Master of Law.

Comrade Nguyen Duy Ngoc has held the following positions: Head of Thanh Tri District Police, Head of the Road and Railway Traffic Police Department (PC27) of Hanoi City Police, Chief of Office of the Investigation Police Agency (PC44), Deputy Director and Head of the Investigation Agency of Hanoi City Police; Deputy Director General of the General Department of Police, Director of the Department of Investigation Police for Crimes of Corruption, Economy, and Smuggling (Ministry of Public Security).

He was appointed Deputy Minister of Public Security from August 15, 2019 and promoted to the rank of Senior Lieutenant General from December 2023.
