Attending the conference at Ninh Binh province were comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; leaders of departments, branches, and People's Committees of districts and cities.

In his opening speech, Comrade Bui Thanh Son, Member of the Party Central Committee and Minister of Foreign Affairs, emphasized that thoroughly grasping the policy set forth by the 13th Party Congress on "building economic diplomacy to serve development, taking people, localities and enterprises as the center of service", under the close guidance of the Politburo, the Secretariat, directly and regularly by the Prime Minister and Deputy Prime Ministers, economic diplomacy has made new developments in a more comprehensive, substantive and effective direction.

Economic diplomacy activities have been and are being strongly and synchronously deployed across all foreign affairs pillars, including Party diplomacy, State diplomacy and people-to-people diplomacy, making important contributions to building the foundation, potential, position and international prestige that our country has never had before as it does today.

Vietnam is now the 11th largest economy in Asia, among the 40 largest economies in the world, 30 economies with the largest trade, one of the 3 countries attracting the largest foreign investment in ASEAN and has a deep, multi-layered economic network, including 16 signed FTAs covering all the world's key economies.

Vietnam's international position and prestige continue to be enhanced, the framework of relations with many important partners has been raised to new heights, the foreign relations network has achieved new qualitative developments, more firmly consolidating the open and favorable foreign affairs situation.

For Ninh Binh province, in recent times, foreign affairs have been effectively implemented and have had positive developments because the Party and the State have issued many documents guiding, directing and operating to promote foreign affairs, expand cooperation relations and international integration, which are the basis for smoothly implementing foreign affairs activities in the locality.

Provincial leaders at all levels, especially the leaders of the Provincial Party Committee, People's Council and People's Committee, increasingly appreciate the role of foreign affairs in socio-economic development. On that basis, the province has issued many directives and management documents to uniformly and closely manage foreign affairs activities in the province, organize many active activities to promote Ninh Binh tourism to international visitors; actively build a prestigious and favorable investment environment to attract foreign investors to invest in industrial clusters and zones in the province.

In 2023, the province will continue to promote international activities with focus and key points, enhance promotion and introduction of the province's potential and strengths; promote local-level cooperation with many countries around the world, deepening relationships.

The province has organized 6 foreign delegations, promoting bilateral relations and cooperation, creating momentum to promote the province's socio-economic development; signed agreements on friendly cooperation, working minutes between the Provincial People's Committee and cities of Japan, Iran, Laos, and South Korea; promoted investment promotion activities, trade promotion, international tourism; export activities; increased foreign direct investment (FDI), ODA capital, preferential loans and foreign non-governmental funding. The province currently has 97 FDI projects with a total registered investment capital of over 1 billion USD.

At the conference, delegates discussed and assessed the world economic outlook, investment trends of major countries and their impacts on Vietnam's economy; exchanged experiences in taking advantage of free trade agreements to accelerate exports and build brands for Vietnamese goods; the potential for developing the semiconductor industry; proposed solutions to attract foreign resources to serve strategic breakthroughs; deepened economic cooperation with other countries and took advantage of new initiatives for strategic infrastructure development; requirements for attracting foreign investment in the new situation...

Speaking at the conference, Prime Minister Pham Minh Chinh commended and acknowledged the achievements in economic diplomacy since the 13th National Party Congress. Pointing out some remaining limitations, Prime Minister Pham Minh Chinh also emphasized a number of key tasks that need to be focused on in the coming time, including asking ministries, branches and localities to have innovative thinking, grasp the situation, change their approach, advise the Party and State to build a suitable economic diplomacy strategy, focusing on key and key stages, with a strategic vision.

Along with that, it is necessary to skillfully combine national strength and the strength of the times; learn modern management methods, perfect the institutions of a socialist-oriented market economy; ensure independence, autonomy and active integration; and effectively implement the policy of taking people, localities and enterprises as the center of service.

On the other hand, it is necessary to promote self-reliance, self-improvement, proactiveness and creativity; strengthen coordination between ministries, branches and localities; catch up with international trends; build a team of diplomatic staff with political courage, economic sensitivity, professional expertise, legal knowledge, dedication and vision, meeting requirements and tasks, bringing economic diplomacy to further development in the new period.
