The delegation inspected the actual construction and site clearance work at the following locations: Khanh An pumping station cluster, Cai culvert pumping station cluster, Nam Ninh Binh City pumping station cluster, Van River embankment from Lim bridge to Van Giang bridge, Cha La bridge.
Project investors have reported on the construction status and site clearance progress. Specifically: The Nam Song Van irrigation project has a total investment of 600 billion VND, with the Department of Agriculture and Rural Development as the investor. Investment objectives: for about 975 hectares of land in the Southeast of Ninh Binh city, Khanh Phu industrial park and neighboring residential areas; supply irrigation water to replace water from Ninh Binh thermal power plant for about 1,970 hectares of cultivated land in Canh Dieu sub-area; Increase the ability to supply additional water from Day river to Vac river (via Van river) combined with improving the water environment of Van river. The construction scale includes dredging, embankment to prevent landslides on both banks of Van river from Van Giang bridge to Lim bridge, Nam Thanh city pumping station cluster, Cong Cai pumping station cluster, Khanh An 1 pumping station cluster.
Up to now, the GPM work has handed over 1,150/2,000m, reaching 58%. Construction status, road construction and riverbed dredging have been completed. East bank from Van Giang bridge to Hoang Gia hotel; West bank from the park adjacent to Rong market to Bun hamlet.
The investor also reported difficulties and obstacles in site clearance at some points such as: the section through Cho Rong Market, the residential area adjacent to Hoang Gia Hotel, the Van River embankment, the Nam Thanh City pumping station cluster, the Cong Cai pumping station cluster, and the Khanh An 1 pumping station cluster.
At the same time, propose and recommend the Provincial People's Committee, agencies, departments and branches to pay attention to directing the Ninh Binh City People's Committee, Yen Khanh District People's Committee and related units to speed up the progress of site clearance and handover to the investor for construction, speeding up the project progress.
For the Cha La Bridge Construction Investment Project (Ninh Binh City), the total investment is 133.57 billion VND, invested by the Provincial Traffic Construction Investment Project Management Board. The project's objective is to serve the travel needs of the people, awaken the potential of large land fund space, serve urban development, expand and exploit the land fund in the south of Ninh Binh City, ensure smooth traffic, reduce the load on bridges across the Van River, ensure the landscape of the Van River corridor, create architectural highlights for the inner city area, promote socio-economic development.
The project has an investment scale including: Construction of a new Cha La bridge at the current bridge location across the Van River, in Thanh Binh ward and Van Giang ward, Ninh Binh city, Ninh Binh province. The starting point of the project is the intersection with Van Giang street. The end point of the project is the intersection with Le Dai Hanh street. Including the bridge part, building a new bridge with a length of 46m; the width of the bridge is 26m. On the bridge, on the sidewalk, each side of the bridge has 2 sightseeing stops. Other items include, road improvement at both ends of the bridge, intersections on the route, traffic safety system, drainage, lighting system and auxiliary works; undergrounding power lines on Le Dai Hanh street; traffic safety system: Arranging traffic safety system on the route according to National Technical Regulations on road signs.
Up to now, the site clearance work, the units have temporarily handed over to the investor the site in Thanh Binh ward. The Provincial People's Committee issued Document No. 935/QD-UBND dated November 1, 2023 on the liquidation of public assets of the Ninh Binh City People's Committee. The total number of households affected by the project is 69 households and assets of the Rong Market Project Management Board. Currently, Ninh Binh City has completed the declaration and inventory work, and developed compensation and support plans for 49 households and assets of the Rong Market Project Management Board. The remaining 20 households are being considered for eligibility for relocation support.
Regarding construction work, the contractor started on October 9, 2023, and is currently filling public roads and preparing construction sites, assembling construction machinery and equipment, installing traffic safety systems, corrugated iron fences, and construction site signs.
The investor also clearly stated the difficulties, obstacles and solutions regarding site clearance work to construct the approach road and bridge piers in the entire Van Giang ward, which has also affected the overall progress of the project.
At the meeting, the investor, relevant sectors and localities discussed solutions to speed up the project's construction progress, discussed construction plans to ensure safety, technical and aesthetic factors of the project to become an architectural and landscape highlight of Ninh Binh city.
At the meeting, the contractors also committed to developing construction plans that are safe for traffic, environment and construction techniques. In the spirit of constructing as soon as the site is available, the contractor also hopes to receive cooperation from relevant localities to quickly have a clean construction site to ensure the project's progress as planned.
Through on-site inspection and listening to reports from units, Chairman of the Provincial People's Committee Pham Quang Ngoc acknowledged and highly appreciated the active and proactive participation of investors and Ninh Binh City People's Committee to implement the projects of the Nam Van River Irrigation Cluster and Cha La Bridge.
The Chairman of the Provincial People's Committee emphasized: The above projects are very large not because of the total investment capital but because of the political determination and significance of the project. The project is located in the city center with the desire when planning and organizing the implementation to make the Van River lively, retain its ancient features, and become the core area of the ancient city of Ninh Binh. Therefore, when implementing the project, the investor and Ninh Binh city must always closely monitor and feel with their own senses to have suggestions and recommendations for adjustments to suit the overall landscape and scale of the project. During the construction process, it is also recommended that the contractors do not worry about having to make adjustments, because we put the technical, aesthetic and quality factors of the project first.
Based on the common consensus that not chasing the time factor but really focusing on improving the technical and aesthetic requirements of the project, the Chairman of the Provincial People's Committee has directed investors and consulting units to consider and propose solutions to maximize expansion to suitable areas. The project's construction site is right in the heart of the city, the terrain and geology have complex factors, so the construction process requires appropriate calculations to ensure safety, environmental sanitation, sustainability, aesthetics, and architecture, creating a highlight for Ninh Binh city.
In addition, he directed Ninh Binh city to closely coordinate with relevant agencies to review current legal policies to apply compensation and support for land acquisition for people and organizations to ensure that it is correct, sufficient and in the most beneficial direction for the people, creating consensus in the thoughts and feelings of Ninh Binh city people.
