The delegation included Comrade Tong Quang Thin, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; leaders of a number of relevant departments, branches and sectors.
In Hoa Lu district, the delegation inspected the left dike of Vo river (from Chan Lu pumping station to Vo bridge on National Highway 1, avoiding Ninh Binh city). This dike is about 1,700 m long, 4 m wide, and +2.5 m high. The current state of the riverbed over many years has been silted up, the flow has narrowed, and it is often blocked by duckweed, trees, some spontaneous works of households and embankments serving the construction of bridge works. When finished, the riverbed has not been cleared and restored. This leads to failure to ensure flood drainage during the rainy and stormy season, failure to ensure irrigation for agricultural production, and environmental pollution.
In the immediate future, the People's Committee of Hoa Lu district is assigning Ninh Van commune to proactively dredge the flow, prepare sufficient materials, means, and human resources to be ready to prevent overflows, ensuring the safety of the dike. However, in the long term, to better serve flood drainage and agricultural production, this river needs to be dredged, cleared, and the dike body elevation completed to a flood-proof elevation of +3.2m, and the dike surface structure poured with cement concrete.
In Tam Diep city, the Provincial Party Secretary and the working delegation inspected the preparation of materials and means "4 on-site" for disaster prevention and control in Yen Son commune and the urgent handling of dikes and construction of water regulation sluices on the Ben Dang river dike (from the beginning of the dike surrounding Nguyen village, Yen Son commune to the border of Son Ha commune, Nho Quan district).
The dike section is 400m long, the dike surface has many sunken and concave areas, the dike roof has many landslide areas, on the dike there are 2 planned locations for culverts that have been lowered lower than the dike surface with a size of 5x2m, posing a risk of unsafety during the rainy season.
In addition, the water channel running along the slope inside the dike foot has been silted up, narrowing the flow, often causing flooding of about 60 hectares of agricultural production area of Yen Son commune during the rainy and stormy season. To ensure the safety of the dike before this year's rainy and stormy season, the locality has developed a plan, fully prepared materials, means, and human resources to be ready to respond. Tam Diep City also proposed that the province soon approve the implementation of embankment reinforcement of the dike line combined with concreting the dike surface; dredging the water channel running along the slope inside the dike foot; and building water regulation sluices.
In Nho Quan district, the working delegation inspected and listened to the district leaders report on the water leakage situation at Dap Troi lake (Quang Lac commune) and the immediate protection plans as well as long-term treatment plans; and inspected the Duc Long dike section through Phu Cuong village, Duc Long commune. Accordingly, the Duc Long dike section is more than 1km long, but the dike surface elevation is lower than the entire route, so it is often flooded, affecting the lives of 150 households in the area. Therefore, the people really hope that the province will soon have an investment project to upgrade this dike to improve flood prevention capacity, avoiding flooding every time the rainy and stormy season comes.
Next, the Provincial Party Secretary and the Youth Union inspected, urged and reminded the preparation of materials and means "4 on-site" for disaster prevention and control in Gia Vien district. Accordingly, as a key area, regularly affected by natural disasters, storms and floods, Gia Vien district has promptly developed and approved plans for disaster prevention and control and search and rescue in 2024, coordinated with the military forces stationed in the area to participate in this work; at the same time, fully prepared human resources, materials, means and logistics according to the "4 on-site" motto.
Also in Gia Vien district, the working group surveyed the current status of the dike on the left side of the Hoang Long River through Lien Son and Gia Phu communes. The embankment of this section has been eroded and peeled off, the curved dike has been eroded, and there is no dike foundation in the inner field.
After inspecting and listening to reports from districts, cities, relevant departments and branches, Secretary of the Provincial Party Committee Doan Minh Huan and the working delegation acknowledged and highly appreciated the efforts and proactiveness of all levels, branches and localities in developing plans, ensuring the safety of dykes, embankments, culverts, preventing landslides, flooding, etc., thereby contributing to improving the effectiveness of natural disaster prevention and control work before this year's storm season.
Through inspection and understanding the reality at key points for flood and storm prevention, the Provincial Party Secretary and the working delegation recorded the current situation, proposals and recommendations of localities and assigned relevant agencies to review, advise and report to the province as soon as possible.
The Provincial Party Secretary emphasized that the situation of climate change and natural disasters is becoming increasingly complex and unpredictable. Just a small mistake, subjectivity, and passivity can lead to immeasurable damage to people's lives and property. Therefore, sectors and localities must absolutely not be subjective, negligent, or lose vigilance. It is necessary to implement well the "4 on-site" motto, mobilize the strength of the entire people, use the combined strength of the political system to proactively prevent, respond promptly, and overcome urgently and effectively in all situations. In addition, it is necessary to integrate the content of natural disaster prevention and control into socio-economic development planning and plans, especially infrastructure development projects, transportation, and new urban areas, to avoid increasing the risk of natural disasters...
In the immediate future, the Provincial Party Secretary requested that sectors and localities pay attention to the safe operation of works; speed up the construction progress of ongoing projects; develop plans to protect key dykes. The plan must demonstrate incident situations, handling measures, coordination between forces... to ensure the safety of works and people's lives during the flood season.
