Urge contractors to achieve construction progress

The Van Thanh Bridge construction project was approved by the Provincial People's Committee on April 4, 2022 with a total investment of VND 225.2 billion, capital from the central budget, and an implementation period of 4 years. The construction contractor is a consortium of Hassyu Vietnam Joint Stock Company - Bridge 14 Joint Stock Company - Construction Equipment and Materials Joint Stock Company 624, which won the bid and started construction earlier this year with a construction period of 720 days, expected to be completed by the end of 2024.

The project has a total land acquisition area of ​​1.66 ha/39 files of 34 households, individuals and 5 organizations. Of which, Phu Tai ward has 0.85 ha/21 files and Duc Long ward has 0.81 ha/18 files. Currently, Phan Thiet City People's Committee has completed the land acquisition notice for 39/39 files, reaching 100%, inventory of 39/39 files, reaching 100%, transferring legal consideration for 34/39 files, reaching 87.2%. Of which, Phu Tai ward has 17/21 files, reaching 80.9%; Duc Long ward has 17/18 files, reaching 94.4%. The Ward People's Committee has reviewed the legal status of 28/39 dossiers, reaching 71.8% (Phu Tai Ward: 13/21 dossiers, reaching 61.9%; Duc Long Ward: 15/18 dossiers, reaching 83.3%). Regarding the resettlement plan for the project, on August 18, 2023, the Provincial People's Committee issued Official Dispatch No. 3114 directing the Phan Thiet City People's Committee to request the City Land Fund Development Center to coordinate with departments, offices, and localities to review the planned resettlement land fund, including 13 plots of land in Tien Thanh residential area, Tien Loi commune and 13 plots of land in Van Thanh 1 and 2 residential areas, Phu Tai ward. The Provincial People's Committee directed the Department of Natural Resources and Environment to advise the Provincial People's Committee to approve the transfer of 18 plots in Van Thanh 3A residential area, Phu Tai ward, managed by the Provincial Land Fund Development Center, to the Phan Thiet City People's Committee to arrange resettlement for the project. According to the People's Committee of Phan Thiet City: "Regarding the 26 land lots that the City People's Committee is managing, including 13 lots in Tien Thanh residential area, Tien Loi commune, 13 lots in Van Thanh 1 and Van Thanh 2 residential areas, the departments have urgently coordinated with relevant units to advise the City People's Committee to issue a document requesting the Department of Natural Resources and Environment to advise the Provincial People's Committee to issue a decision to recover land managed by the Phan Thiet City People's Committee and hand it over to the Phan Thiet City People's Committee to arrange resettlement for the Van Thanh Bridge project". Recently, on October 20, 2023, the Department of Natural Resources and Environment submitted to the Provincial People's Committee document No. 380 on the recovery and handover of 18 land lots in Van Thanh 3A residential area, Phu Tai ward to the City People's Committee for management to carry out compensation and clearance work. Regarding specific land prices, the consulting unit has completed 6 locations, the remaining 5 locations are stuck in determining the prices of religious land and aquaculture land, the consulting unit is collecting information and documents to complete the draft certificate.

Responding to reporters about the current construction progress of Van Thanh Bridge, Mr. Nguyen Thanh Hien - Deputy Director of the Traffic Construction Project Management Board, said: Site clearance work still faces many difficulties and obstacles, and the progress is slower than the direction of the Provincial People's Committee. Therefore, instead of the contractor constructing on land first, they had to change the construction plan to construct underwater first, so they were a bit passive but still achieved the set progress. Currently, the contractor is implementing the construction of underwater and near-shore items because the approach roads on both sides of the bridge have not been handed over. The steel sheet pile enclosure of pillars T4, T5 and pier M2 on Phu Tai ward side has been completed, sand has been pumped to create the ground for pier M2; continuing to drive cajuput piles and pump sand to create the ground for the construction of pillars T4, T5. The contractor has gathered motorbikes, equipment, and materials to speed up construction progress such as a 65T crane, 1 rock drill, 1 soil drill, vibrating hammer, excavator, generator, pile steel... The M2 foundation pit has been dug and 6/9 M2 bored piles have been completed.

Currently, the Project Management Board is actively and proactively working, urging, and coordinating to adjust construction methods according to the current site status and actual conditions at the site so that the construction project can be completed on schedule according to the contract...
