Who gets two consecutive salary increases in July and August 2023?

The subjects receiving salary increases twice in July and August 2023 are non-professional workers in villages and residential groups.

Specifically, according to Article 33 of Decree 33/2023/ND-CP:

- Part-time workers in villages and residential groups with no more than 03 positions (including Party cell secretary, village or residential group leader, head of the Fatherland Front Working Committee) are entitled to monthly allowances. In case the Law has other provisions, the provisions of that law shall apply.

Encourage the concurrent holding of the positions of Party Cell Secretary and Village Chief, Head of Residential Group or Head of the Village or Residential Group Front Work Committee.

- People directly participating in activities in villages and residential groups, in addition to the three positions mentioned above, are entitled to monthly support.

These two salary increases are due to changes in the basic salary from July 1, 2023 and new regulations on allowance fund levels adjusted from August 1, 2023.

Details of 2 salary increases for part-time workers in villages and residential groups

**First salary increase in July 2023:

Currently, according to Decree 34/2019/ND-CP, the regime and policies for part-time workers in villages and residential groups are as follows:

The state budget shall allocate an allowance fund equal to 3.0 times the basic salary to pay monthly to non-professional workers in each village and residential group. Particularly for villages with 350 households or more, villages in key communes, complicated in terms of security and order according to the decision of competent authorities; villages in border or island communes shall allocate an allowance fund equal to 5.0 times the basic salary.

Based on the allowance fund prescribed in this clause and based on the characteristics of each commune level, management requirements, regular expenditure ratio of the commune level and local budget revenue, the Provincial People's Committee shall submit to the People's Council of the same level to prescribe the allowance level for each position, the allowance level for holding concurrent positions for non-professional workers and the allowance level for people directly participating in the work of villages and residential groups.

Accordingly, with the increase in the basic salary to 1.8 million VND from July 1, 2023, the monthly allowance fund for non-professional workers in each village and residential group will increase. Specifically as follows:

**Second salary increase in August 2023:

From August 1, 2023, Decree 33/2023/ND-CP takes effect (replacing Decree 34/2019/ND-CP), in which the new allowance level for non-professional workers in villages and residential groups is as follows:

(1) For villages with 350 households or more; residential groups with 500 households or more; villages and residential groups belonging to key commune-level administrative units with complicated security and order issues according to decisions of competent authorities; villages and residential groups belonging to commune-level administrative units in border and island areas:

Allowance fund is 6.0 times the basic salary.

In case a village with 350 or more households is converted into a residential group due to the establishment of a commune-level urban administrative unit, the allowance fund shall be kept at a level equal to 6.0 times the basic salary;

(2) For villages and residential groups not specified in section (1), the allowance fund is allocated at 4.5 times the basic salary;

(3) In case the district-level administrative unit does not organize a commune-level administrative unit, the villages and residential groups specified in items (1) and (2) shall be determined according to that district-level administrative unit.

In case a part-time worker at the commune, village or residential group level concurrently performs the duties of another part-time worker at the commune, village or residential group level, he/she shall receive a part-time allowance equal to 100% of the allowance prescribed for the part-time position.

Specifically, the allowance fund level for non-professional workers in villages and residential groups is detailed as follows:

Subject (1):

Part-time workers in villages and residential groups in villages with 350 households or more; residential groups with 500 households or more; villages and residential groups belonging to key commune-level administrative units with complicated security and order issues according to decisions of competent authorities; villages and residential groups belonging to commune-level administrative units in border and island areas.

Subject (2):

Part-time workers in villages and residential groups are not subject to (1)

8,100,000 VND.

For example: According to Resolution 08/2019/NQ-HDND, in Hanoi: The Party cell secretary of a village or residential group of a village with 350 households or more, a village in a key commune, complicated in terms of security and order according to the decision of a competent authority, has an allowance equal to 1.8 times the basic salary. (The allowance fund is 5 months of the basic salary)

From July 1, 2023, the basic salary will increase to 1.8 million VND, then the allowance for the Party Secretary of the village or residential group in the above case will be 3,240,000 VND/month (instead of 2,682,000 VND/month).

From August 1, 2023, the allowance fund will be allocated at 6.0 times the basic salary for villages with 350 households or more; residential groups with 500 households or more; villages and residential groups belonging to key commune-level administrative units with complicated security and order issues according to the decision of competent authorities; villages and residential groups belonging to commune-level administrative units in border and island areas.

With the increase in the allowance fund level, the allowance level for non-professional workers in villages and residential groups will also be adjusted to increase accordingly.
