On May 26, Deputy Minister of Foreign Affairs Ha Kim Ngoc, Head of the Steering Committee for Cultural Diplomacy, chaired the annual meeting with the participation of 24 units in the Ministry, members of the Steering Committee, at Thang Long Imperial Citadel, Hanoi.

The meeting aimed to review the results of cultural diplomacy implementation in the past time, summarize one year of implementing the Ministry of Foreign Affairs' action plan to deploy the Cultural Diplomacy Strategy to 2030 and discuss specific and breakthrough initiatives and measures for cultural diplomacy in the coming time.
Speaking at the meeting, Deputy Minister Ha Kim Ngoc emphasized that in the context of the world situation continuing to develop in a complicated and unpredictable manner, countries are focusing on strengthening cultural diplomacy to build trust, consolidate influence and increase national soft power.
Currently, the Party, State and Government are paying great attention and focus on cultural development and cultural diplomacy. The 13th National Party Congress has set the task of “further promoting cultural diplomacy, making practical contributions to strongly promoting the national image and enhancing the country's overall strength”.
At the National Cultural Conference to implement the Resolution of the 13th National Party Congress (November 2021), General Secretary Nguyen Phu Trong re-emphasized the argument that "Culture must be placed on par with economics, politics, and society".
Deputy Minister Ha Kim Ngoc said that the Ministry of Foreign Affairs, as the agency in charge of implementing the Cultural Diplomacy Strategy to 2030, is also making efforts to implement the Ministry's Action Program to implement the policies and guidelines of the Resolution of the 13th National Party Congress and the Resolution of the 31st Diplomatic Conference, including thoroughly grasping the guiding viewpoints on building and developing Vietnamese culture, contributing to arousing the aspiration to develop the country, strongly promoting the cultural values and Vietnamese people in the cause of building and defending the Fatherland and international integration.

The Steering Committee for Cultural Diplomacy of the Ministry of Foreign Affairs, with its role as chair and advisor, needs to promote greater initiative and creativity in order to advise on feasible tools and methods to further promote Cultural Diplomacy to adapt to new situations and contexts today.
At the meeting, delegates assessed that the Ministry's cultural diplomacy has achieved positive results. In recent times, cultural diplomacy has contributed to strengthening relations with countries and international organizations, serving the development and enhancing the country's position; improving efficiency at multilateral forums, ensuring national interests, effectively utilizing resources to support the country's sustainable development; advising, accompanying, and supporting ministries, branches, localities and enterprises, concretizing the motto "Cultural diplomacy takes localities, people and enterprises as the center".
However, the Steering Committee members all agreed that there is still a lot of room for cultural diplomacy to be implemented. Delegates presented initiatives on increasing local support, improving coordination efficiency within and outside the Ministry, mobilizing resources from the overseas Vietnamese community and businesses, promoting and applying digital transformation, etc. to promote cultural diplomacy in the coming time.

In order to enhance the effectiveness of the Steering Committee in particular and cultural diplomacy in general, at the conclusion of the meeting, Deputy Minister Ha Kim Ngoc directed the Steering Committee to focus on three main issues regarding coordination mechanisms, implementation resources and breakthrough solutions.

The Steering Committee needs to continue to be proactive in coordinating Steering Committee member groups to work on specific topics, further enhancing the participation of localities, businesses, and overseas Vietnamese in cultural diplomacy activities, and classifying initiatives and breakthrough solutions to monitor and urge implementation in stages.
On the sidelines of the meeting, members of the Steering Committee visited the Thang Long Imperial Citadel - one of eight World Heritages of Vietnam recognized by the United Nations Educational, Scientific and Cultural Organization (UNESCO) in 2010.
