Technological innovation - the key to developing digital economy and green economy

Digital economy and green economy are inevitable trends and the path for Vietnam to make breakthroughs towards sustainable development. Vietnam needs to promote technological innovation and enhance national innovation capacity to realize the vision.

On April 17, VOV (Voice of Vietnam) Electronic Newspaper organized the "Vietnam Business Forum: Promoting green economic development".

Speaking at the Forum, Mr. Do Tien Sy - General Director of Voice of Vietnam shared that the gradual "greening" of production, green factories, green technology, clean materials, green energy... has become an inevitable trend and creates competitive advantages. Therefore, the transformation is not only a challenge but also an opportunity to build the most effective business development strategy.

National Assembly Delegate Ta Thi Yen - Deputy Head of the Delegation Affairs Committee of the National Assembly Standing Committee said that the National Strategy on Green Growth for the 2021 - 2030 period, with a vision to 2050, also sets the general goal of green growth contributing to promoting economic restructuring associated with growth model innovation to achieve economic prosperity, environmental sustainability and social equity; towards a green, carbon-neutral economy and contributing to the goal of limiting global temperature rise.

Sustainable development, digital economic development, circular economy and green growth are inevitable trends in the world, and are development models chosen by many countries, contributing to promoting economic restructuring associated with growth model innovation to achieve economic prosperity and environmental sustainability.

According to Mr. Chu Duc Hoang - Chief of Office of the National Technology Innovation Fund (Ministry of Science and Technology), technology innovation is the process of applying new or improved ideas, methods, and technological processes into production and life practices, aiming to improve quality, efficiency and create new values.

In Vietnam, technological innovation mainly focuses on the application and improvement of existing technologies, not on the research and development of source technologies and new technologies. In order for technological innovation to be the key to the digital transformation process and the construction of a green economy in Vietnam, policies and support solutions on investment, connectivity, law and human resource development will need to be prioritized and focused on implementation.

Vietnam is facing many difficulties and challenges in the process of developing the digital economy and green economy, such as limited 5G infrastructure, new technology human resources with only about 500,000 IT workers, while the demand is up to 1 million by 2025; nearly 77% of workers in the manufacturing and processing industry are untrained or have only primary training.

Small and medium-sized enterprises have limited technological capacity. More than 97% of enterprises are small and micro, only about 5% of enterprises participate in the global value chain, and about 70% of enterprises use average technology.

"Most businesses have difficulty accessing investment capital for green technology and digital technology because the capital market for green technology projects such as green bonds and green securities is still in its infancy. Connection and data sharing are still limited: nearly 80% of data is scattered across ministries and branches. Only about 30% of public administrative units provide open data," Mr. Chu Duc Hoang shared.

Cybersecurity risks are increasing, many businesses do not have a response strategy. The digital and green economic gap between localities is still large, with large cities such as Hanoi, Ho Chi Minh City, and Da Nang accounting for 70% of digital technology businesses, and clean energy and clean production projects are mainly concentrated in the South and Central regions.

According to Mr. Chu Duc Hoang, technological innovation plays an important role in developing the digital economy and green economy through promoting the application of clean technology, renewable energy, developing environmentally friendly products and services, and improving the efficiency of resource and energy use in production.

To achieve that, in the coming time, Vietnam needs to focus on increasing investment and supporting technology through increasing investment in research and development of new technologies; providing capital and tax incentives for technology innovation enterprises; establishing venture capital funds and supporting technology startups.

Continue to improve the legal environment and policy mechanisms through completing the legal framework, preferential tax policies, credit for technological innovation, building a national data management and sharing system.

Mr. Chu Duc Hoang said that it is necessary to prioritize resources to develop high-quality human resources through training, improving digital skills, creative skills, building specialized research centers on digital technology, green technology and international cooperation in training high-tech human resources.
