This was emphasized by Prime Minister Pham Minh Chinh at the Conference of the Prime Minister working with state-owned enterprises pioneering in digital transformation and promoting growth, yesterday morning, April 15.
Reality shows that state-owned enterprises (SOEs) play an important role in our country's economy. These are enterprises that hold large resources of capital, assets, technology, high-quality human resources, contribute significantly to the state budget, create jobs for workers, actively participate in social security work, and contribute to stabilizing the macro economy. In 2024, the total assets of 671 SOEs will reach over 5.6 million billion VND, an increase of 45% compared to 2023; equity will reach nearly 3 million billion VND, an increase of 61%, total revenue will reach nearly 3.3 million billion VND, an increase of 24%, pre-tax profit will reach nearly 227.5 trillion VND, an increase of 8%, and pay the state budget nearly 400 trillion VND, an increase of 9%.
In the digital technology sector, there have been state-owned enterprises that have clearly demonstrated their leading role in digital transformation, building digital infrastructure for government agencies and many localities, organizations, and businesses, including Viettel, MobiFone, etc. Currently, state-owned enterprises operating in many fields such as telecommunications, finance, energy, etc. have "reaped" success in digital transformation with impressive growth rates.
In addition to the achieved results, it must also be frankly acknowledged that in the past, state-owned corporations and companies have implemented digital transformation but not substantially, the efficiency is not commensurate with the resources held; competitiveness and science and technology are still limited; business management tools are still slow to innovate, core technologies in digital transformation have not been mastered, leading to low labor productivity and production and business efficiency. These limitations and shortcomings need to be overcome soon to develop commensurate with resources, potential strengths, and demonstrate the role of leading the economy through digital transformation.
It can be seen that enterprises in general, and SOEs in particular, at this time have many advantages to realize the "technological revolution". Many support policies and specific mechanisms have been issued and activated for enterprises to promote growth. In particular, recently, many policies and guidelines have been issued, creating a boost for enterprises to carry out digital transformation, develop science, technology, and innovate. The Politburo has issued Resolution No. 57 on breakthroughs in science, technology, innovation, and national digital transformation. On that basis, at the 9th Extraordinary Session, the National Assembly passed Resolution No. 193 on a number of special mechanisms and policies to create breakthroughs in science, technology, innovation, and national digital transformation.
And, according to the program and content of the upcoming Ninth Session, the National Assembly will also consider many important draft laws in this field such as the draft Law on Digital Technology Industry, the draft Law on Science, Technology and Innovation. This is expected to create a solid legal framework for businesses to promote the development of science, technology, innovation and promote digital transformation.
It can be said that the issuance of mechanisms and policies aims to create a foundation and driving force for development. However, it is important that businesses must promote their internal strength and identify digital transformation as a vital task. Accordingly, businesses must proactively complete processes, regulations, and standardize according to digital transformation; build databases, digitize documents and records to promote, develop, and use artificial intelligence in business operations.
The purpose of digital transformation is to create growth. Therefore, businesses must have their own direction, not follow the trend of digital transformation. To do so, businesses must exploit their potential and strengths, create digital products that are consistent with their development strategy. Businesses must be pioneers in digital transformation, participate in leading the digital transformation process, participate in building a digital government, digital society, and digital citizens.
It is also important to emphasize that digital transformation is innovation, creating new models, but there are risks. If the leader does not do it directly, it will not be successful. Therefore, the decisive participation of the leader is needed - this is the decisive factor in the successful digital transformation of the enterprise. Along with that, there needs to be a strategy for training and developing digital human resources to meet the requirements set by enterprises and the market in the digital age.
