Within the framework of a working trip to the southern provinces of Laos from March 18-21, this morning, March 18, a delegation of high-ranking leaders of Quang Tri province led by Party Central Committee member, Provincial Party Secretary, Head of the Provincial National Assembly Delegation Le Quang Tung visited the field and worked with the joint venture of investors Phonesack Group, Hoanh Son Group Joint Stock Company, Nam Tien Company Limited (abbreviated as Phonesack Joint Venture) at Kaleum coal mine, Sekong province (Laos).

After visiting the Kaleum coal mine, the delegation had a working session and discussed with the Phonesack Joint Venture about the progress of implementing a number of invested projects in Quang Tri province.
Accordingly, the Phonesack Joint Venture will invest in projects including: Transporting coal from Laos to Vietnam via La Lay International Border Gate; investing in the construction and upgrading of National Highway 15D connecting My Thuy beach to La Lay International Border Gate; building a temporary port area to gather and transport coal at My Thuy seaport.
The Kaleum coal mine in Kaleum district, Sekong province has reserves of about 800 million tons, of which 400 million tons are used as fuel for the company's thermal power plant, the rest is exploited. The total exploited reserves in 2023 are over 7.7 million tons, of which more than 2.5 million tons are exported. In 2024, the mine is expected to exploit a total output of about 22.6 million tons. Of which, about 19 million tons will be exported abroad, of which 11 million tons will be exported to the Vietnamese market. |
At the meeting, the representative of Phonesack Joint Venture reported on the implementation status, difficulties and obstacles in the investment and construction of the projects. Specifically, for the project of transporting coal from Laos to Vietnam via La Lay International Border Gate proposed by Nam Tien Company Limited, the investor committed to coordinate with the locality to continue researching, surveying and updating the project into relevant planning, ensuring that it meets the conditions for approval of the investment policy.
The current difficulty is that the provincial planning is available, but the land use planning and land use indicators for both the conveyor system and warehouses have not been adjusted or supplemented.

Regarding the National Highway 15D Project, the section from National Highway 1 to the West branch of Ho Chi Minh Road, approximately 42 km long, the consortium of investors has completed the project proposal to submit to the competent authority for consideration. In particular, the section of National Highway 15D from the West branch of Ho Chi Minh Road to La Lay International Border Gate, 12.2 km long, has been allocated capital from the central budget to repair and upgrade some sections, so the Phonesack Group is not participating in this project.
Also at the meeting, the representative of Phonesack Joint Venture informed and proposed to build a temporary port area project specializing in bulk cargo and a port logistics service area at My Thuy port. The project is expected to have a scale of 13.81 hectares and a 70-hectare cargo yard with a total investment of about 958 billion VND.

Speaking at the meeting, Provincial Party Secretary Le Quang Tung affirmed that in order to facilitate businesses transporting coal from Laos to Vietnam via La Lay International Border Gate, the above projects play a very important role and are always prioritized by the locality to promote implementation.
Therefore, the Provincial People's Committee is requested to direct relevant departments, branches and localities to actively coordinate with investors to speed up the completion of procedures for converting land use purposes to speed up the progress of project implementation procedures.
In particular, the important items are the conveyor belt for transporting coal, the warehouse for gathering goods in A Deng village, A Ngo commune, Dakrong district; research to establish a specialized working group to support, accompany, and guide investors in carrying out procedures to implement projects.

Departments, branches, and the Provincial Border Guard Command coordinate with the investor consortium to study the proposal to build a new route based on the border patrol route; for National Highway 15D, investors are requested to promptly prepare a project proposal for the 42 km section from National Highway 1 to the West branch of Ho Chi Minh Road and the section from Cam Lo - La Son Expressway to the West branch of Ho Chi Minh Road to submit to the Provincial People's Committee for appraisal and approval of the investment policy.
