Directive 59-CT/TW dated December 15, 2000 of the Politburo and Resolution No. 19-NQ/TW dated June 16, 2022 of the 13th Party Central Committee affirmed: "The Farmers' Association is the center and core of the farmers' movement and the new rural construction" and "Farmers are the subject and center of the process of agricultural development, rural economy and new rural construction". Recognizing its role and responsibility, in recent times, the Provincial Farmers' Association has organized many activities to attract a large number of farmer members to participate in the development of agriculture, rural economy and new rural construction, and sustainable poverty reduction.

Up to now, the Farmers' Association of Quang Tri province has 88,390 members operating in 817 branches, 1,385 groups at 125 association bases in the whole province. The Standing Committee of the Farmers' Association of the province regularly directs the Farmers' Associations of districts, towns and cities to closely follow the leadership and direction of the District Party Committee, People's Council, People's Committee and the Steering Committee of the National Target Program on New Rural Construction at the district level to annually develop implementation plans, register specific jobs, promote the role of the Farmers' Association in agricultural development, rural economy and new rural construction.
The Provincial Farmers' Association has directed all levels of farmers' associations to actively propagate and mobilize cadres and members to develop agriculture and build a rich, civilized new rural area, meeting the production and people's living requirements, ensuring rural security, social order and safety and environmental sanitation according to the criteria of advanced and exemplary new rural areas; producing and trading products in the direction of safety, biology and circulation, contributing to economic restructuring, poverty reduction, and improving the quality of farmers' lives.
Every year, on average, over 50,000 households register to achieve the title of excellent production and business at all levels, and over 26,000 households have achieved it. Through the movement, many typical examples of farmers in good production and business have emerged, boldly applying scientific and technological advances to invest in expanding production and business, forming economic models of cooperative groups, linked groups, and cooperatives in production, processing, and consumption of products according to the value chain, bringing high economic efficiency. Households achieving the title of excellent production and business directly guide and help 1-2 or more poor households with capital, seeds, animals, materials, experience, etc. to develop production, improve life, contributing to helping 2,657 farming households escape poverty.
The Provincial Farmers' Association Standing Committee has directed all levels of the association to mobilize farmers to build production development models associated with restructuring the agricultural sector and building new rural areas. Strengthen coordination in implementing agricultural and industrial extension work, and transferring science and technology to farmers.
From the support of the Central Association, programs, topics, projects, and capital from the Farmers' Support Fund, the Provincial Farmers' Association has deployed and guided farmers in the province to develop 104 production and business models associated with the economic development orientation at the grassroots level; the associations at all levels have coordinated to build 238 models.
The models have been effective, creating jobs, increasing income, improving living standards and reducing poverty for farmer members. Associations at all levels in the province have actively mobilized farmer members to participate in the movement "the whole country joins hands to build new rural areas", building rural infrastructure with a total contribution of over 96 billion VND, 160 thousand working days, and voluntarily donating 343 thousand square meters of land to build new rural areas.
Participated in renovating and repairing 836 km of rural roads, solidifying and upgrading 1,300 km of intra-field canals. Maintained and developed 148 models of farmers participating in environmental protection, of which the Provincial Farmers' Association supported the construction of 7 models, worth 900 million VND. Associations at all levels actively and proactively advised, directed and effectively organized the implementation of the Project "Innovation and improvement of the efficiency of the Farmers' Support Fund".
As a result, the total capital of the Farmers Support Fund in the province has reached 25.9 billion VND; the Central Farmers Support Fund has entrusted 10.4 billion VND. This is a favorable resource for farmers' associations at all levels to directly support 749 farmer households to borrow capital to build and invest in developing 366 production and business models and projects. Entrusted by banks with a total capital entrusted through the Farmers' Association reaching 2,753 billion VND for 35,213 households.

Implementing digital transformation in production and consumption of agricultural products and goods, the Provincial Farmers' Association has signed a cooperation agreement with the Provincial Post Office on "Supporting farmers in digital transformation in production and consumption of agricultural products and goods in the period of 2021-2025", up to now, information of 35,420 agricultural production households has been collected on the e-commerce platform buudien.vn; 60 booths of production facilities have been set up with 350 agricultural products, mainly agricultural products, OCOP products that meet quality standards; opening 10 safe agricultural product booths to consume products for farmers in the provincial and district Post Office system. From the results achieved in promoting the role as the subject, the center, the core of the cause of agricultural development, rural economy and new rural construction, sustainable poverty reduction, in the coming time, the Provincial Farmers' Association will focus on implementing well the tasks and solutions, which is to promote propaganda so that farmer members clearly understand the Party's policies, the State's policies and laws related to agriculture, farmers, and rural areas, creating consensus in implementation.
Guide farmers to produce in the direction of concentrated commodities, meeting market demand. Mobilize farmers to convert and accumulate land to apply science and technology to improve product quality. Focus on guiding members to strongly develop services and industries to gradually transform the rural economic structure. Associations at all levels closely coordinate with relevant agencies, departments, branches and units to mobilize resources to support farmers in terms of capital, science and technology, fertilizers, materials, etc., promote product consumption and organize on-site vocational training.
Effectively implement 5 development perspectives towards ecological agriculture, modern countryside, civilized farmers. Promote the role of the farmer association at all levels in linking "6 houses" including: Farmers - State - Scientists - Enterprises - Banks - Distributors to support members and farmers in developing production and business, improving the competitiveness of agricultural products and increasing farmers' income.
