In addition to the achieved results, the work of land recovery and conversion of rice-growing land use purposes for the implementation of works and projects has encountered some difficulties and limitations: The annual budget capital is still limited and allocated slowly, leading to slow project implementation. Some projects included in the land recovery list to call for investment according to regulations have not yet called for investment, leading to low implementation rates. The work of site clearance has been prolonged due to obstacles in regulations of the Central Government, leading to slow land recovery and site clearance compensation...
Concluding the meeting, the Vice Chairman of the Provincial People's Council highly appreciated the achievements and efforts of the Provincial People's Committee in directing and implementing the land recovery and conversion of rice-growing land use purposes to implement works and projects according to regulations. He requested the Provincial People's Committee to continue to focus on directing branches and levels to propose solutions to overcome difficulties and limitations to effectively implement this work in the coming time.

In particular, it is important to continue reviewing, developing, and promptly and fully promulgating legal documents regulating compensation, support, and resettlement in the province, as well as principles and criteria as a legal basis for registering and appraising the list of projects requiring land recovery, the list of projects converting the purpose of using rice-growing land, special-use forest land, protective forest land, and production forest land in accordance with the provisions of law and the local practical situation. Improve coordination in building the project list. For projects that are behind schedule and have not been implemented for more than 3 years, it is necessary to study appropriate land recovery phases. Strengthen inspection, examination, and state management of land. Promote training and fostering to improve the qualifications, expertise, and professionalism of officials and civil servants working in land management to meet the requirements of assigned tasks.
