Supervisory delegation 1599 of the Provincial Party Standing Committee worked with Ninh Phuoc and Thuan Nam District Party Committees

On October 24, the 1599th Supervisory Delegation of the Provincial Party Standing Committee, led by Mr. Phan Tan Canh, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, had a working session with the Standing Committee of Ninh Phuoc District Party Committee on the implementation of Resolution No. 20-NQ/TU dated January 25, 2022 of the 14th Provincial Party Executive Committee on building Ninh Thuan into a center of energy and renewable energy (RE) of the whole country by 2025, with a vision to 2030.

Implementing Resolution No. 20-NQ/TU, Ninh Phuoc District Party Committee has directed grassroots party organizations, the Fatherland Front, socio-political organizations, departments and offices in the area to synchronously implement solutions, creating favorable conditions for energy projects to be deployed. Thanks to that, up to now, the district has had 13 wind and solar power projects put into commercial operation with a total capacity of 489,221 MW/15,161.7 billion VND; 2 projects are under construction with a total capacity of 150 MW/2,363.3 billion VND. Total state budget revenue from the energy sector reached 600 billion VND.

However, renewable energy development is a new field for the locality; mechanisms and policies on energy development were issued in a short time, without specific and clear instructions. Transport infrastructure is not guaranteed, still lacking, large-tonnage vehicles serving the project cause damage to the road. The complicated situation of climate change and weather affects the operation and power generation of renewable energy projects.

Speaking at the meeting, the Vice Chairman of the Provincial People's Committee acknowledged the efforts of the Ninh Phuoc District Party Committee in leading, directing and implementing Resolution No. 20-NQ/TU, thereby achieving many important results, contributing to promoting the socio-economic development of the district. He requested the Standing Committee of the Ninh Phuoc District Party Committee to continue to direct the promotion of propaganda, raising awareness of all levels, sectors and people about the role and importance of renewable energy development; focus on leading, directing and implementing the resolution in a drastic and effective manner, creating a breakthrough in the development of energy and renewable energy in the area. Strengthen state management of renewable energy, ensuring sustainable development. Based on the opinions of the monitoring delegation, the Ninh Phuoc District Party Committee needs to complete the assessment report to clarify the shortcomings, inadequacies, limitations and obstacles in land use planning, land allocation, land lease, site clearance compensation, and land use efficiency. Propose solutions to help the province complete goals and targets; recommend appropriate policies and mechanisms for energy development to sectors and central levels.

Through supervision, the working group acknowledged the efforts of Thuan Nam district in leading, directing and implementing Resolution No. 20-NQ/TU. To continue to effectively implement the resolution, the monitoring group requested the Thuan Nam District Party Committee to closely follow and effectively implement solutions such as: Strengthening propaganda, dissemination, raising awareness and responsibility of all levels, sectors, cadres, party members and people about the goals and tasks of building Ninh Thuan into the energy and renewable energy center of the country. Strengthening coordination with relevant departments, sectors and units to urgently implement the tasks and solutions set out in the resolution; focusing on and coordinating with departments and sectors to deploy work to form the Ca Na LNG Power Center. Proposing and recommending to the Government, the Prime Minister, central ministries and sectors on issues related to planning, mechanisms and policies. Based on the comments of the monitoring delegation, Thuan Nam district completed an in-depth and detailed assessment report highlighting the results achieved, experiences and initiatives in the implementation process. In addition, it is necessary to analyze the existing limitations and shortcomings, solutions to overcome them; propose and recommend to the central ministries and branches issues on policy mechanisms to effectively implement and complete the objectives of the resolution.
