On May 18, the Provincial People's Council Supervisory Delegation led by Mr. Tran Minh Luc, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, had a working session with the Department of Education and Training (DET) on the implementation of policies and laws on education in the period 2018-2022.

After visiting a number of units and schools under the Department, the monitoring delegation had a working session with the Department of Education and Training on the implementation of policies and laws on education for the period 2018-2022. Accordingly, in recent years, educational and training institutions have thoroughly grasped, deployed, and seriously and effectively implemented policies and laws on education. The scale of schools and classes in the province is basically stable, the system of non-public educational institutions continues to expand and develop, meeting the learning and educational needs of the people. The policies and regimes for teachers and students are fully, promptly, and in accordance with regulations, with special attention paid to policies for ethnic minority areas and areas with particularly difficult economic conditions, contributing to mobilizing students to attend class, increasing attendance rates, and limiting the number of students dropping out of school. From the 2018-2019 school year to the 2021-2022 school year, the Department has paid tuition subsidies and supported learning costs for affiliated educational institutions and high school students with a total payment of over 14 billion VND; total investment in textbooks, documents, and learning materials with a budget of over 7.8 billion VND; in the 2016-2020 period, it invested in building new and upgrading 229 classrooms; the number of high schools meeting national standards is 123/211 schools, accounting for 58.3% compared to 2018, an increase of 14% and an increase of 2.3% compared to the 2022 plan.

In addition to the advantages, the implementation of policies and laws on education still faces some difficulties such as: Overloading of students in some schools still occurs, some schools have the number of classes/school, the number of students/class exceeding the regulations; although the facilities have been invested in, they still do not meet the requirements for organizing 2-session teaching, building schools to meet national standards, carrying out experimental and practical activities as well as other educational activities according to the requirements of innovation; many remote schools lack kitchens, canteens, toilets, clean water; lack of fences, playgrounds; lack of equipment and supplies. Mobilizing social resources for investment in education and training is still limited; the whole province has 2,272 managers, teachers and staff, but the number of managers, teachers and staff is still lacking at all levels according to the prescribed norms, especially subjects and educational activities according to the new general education program...

In his concluding remarks at the monitoring session, the Vice Chairman of the Provincial People's Council acknowledged and highly appreciated the achievements of the Department in implementing policies and laws on education. He emphasized that in order to effectively implement the work of education and training, the Department needs to focus on researching and reviewing the system of regulations and laws on education policies to advise provincial levels to remove shortcomings, difficulties or problems arising in the implementation process. It is necessary to establish a socialization project in the field of education, build a policy mechanism to attract and encourage socialization of investment in developing high-quality schools at all levels and training levels. Increase investment resources for education and training, prioritize the integration of central budget capital sources in combination with local budgets to invest in facilities, purchase equipment to meet the conditions to ensure the quality of education and meet the requirements of building schools that meet national standards according to the prescribed roadmap; have policies for students to increase the rate of students attending class; Develop specific policies to encourage and motivate teachers to be dedicated and committed to the industry, improving the quality of education.
