At the meeting, voters listened to Comrade Cam Thi Man, full-time National Assembly member, announce the expected agenda of the 8th session of the 15th National Assembly; report on suggestions for comments on the draft Law on Trade Unions (amended) and the Law on Employment (amended).
Comrade Mai Ba Nam, Vice Chairman of the Provincial Federation of Labor, reported on the work of caring for, representing and protecting the legitimate rights and interests of union members and workers in the first 9 months of 2024.
According to the Report on the work of caring for, representing and protecting the legitimate and legal rights and interests of union members and workers in the first 9 months of 2024, the whole province currently has 366,017 workers, civil servants and workers, with a total of 357,167 union members. Determining the core function of the trade union organization as caring for, representing and protecting the legitimate and legal rights and interests of union members and workers, in recent times, the Labor Federation has developed and implemented many programs "Improving welfare and benefits for union members and workers". The Provincial Labor Federation directed trade unions at all levels to organize the programs: "Tet Sum Vay", "Workers' Month", "Occupational Safety and Hygiene Month"; support the construction of "Union Shelters"; support sick visits for union members in difficult circumstances; give gifts to encourage learning to excellent students, disabled children of union members and workers, etc.

Unions at all levels have signed 116 cooperation agreements with partners to provide services and preferential products for union members and employees. As a result, 591,887 union members and employees benefited with a total amount of VND 13.84 billion.
In addition, the trade union has proactively initiated dialogue and negotiations with employers to increase the value of employees' meals; strengthen inspection and supervision of food safety and hygiene, environmental protection and the quality of employees' meals. Up to now, in the province, there are 306 enterprises (where there are trade unions) supporting employees with meals at a rate of 18,000 VND/meal or more, many units have meals at a rate of 25,000 VND/meal...

With a democratic and frank spirit, voters reflected to the provincial National Assembly deputies a number of issues related to the living situation, employment, regimes and policies for workers such as unemployment insurance policy; working hours, rest hours of workers; credit policy for job creation; regulations on support from employers for childcare and kindergarten costs for workers; planning to build nurseries and kindergartens for workers in industrial parks and economic zones; issues of medical examination and treatment, lack of medicine, medical supplies on the list of health insurance beneficiaries, lack of treatment rooms and beds, especially in provincial hospitals.

Voters suggested that the National Assembly study and provide investment incentives to support businesses to proactively improve the skills of their employees, especially in industries with high growth trends such as: Information technology, automation, artificial intelligence, semiconductor technology. Consider regulating a suitable payroll management mechanism in the Trade Union Law (amended), increasing the initiative of trade unions in arranging trade union staff, meeting the requirements of tasks in the new situation; continue to regulate the source of revenue of 2% of trade union funds in the Trade Union Law (amended); at the same time, stipulate strict sanctions for businesses that intentionally do not pay trade union funds.

On this occasion, the provincial National Assembly deputies and leaders of the provincial Labor Federation presented funds to support building and repairing houses for union members with difficult housing circumstances, worth 1.105 billion VND; presented gifts to union members and laborers with difficult circumstances, serious illnesses, sequelae, and work-related accidents with a total amount of 2.044 billion VND, funded from the Thanh Hoa Union Members, Workers, Civil Servants, and Laborers Support Fund.
