The Road Law Project consists of 6 chapters and 86 articles. The Law stipulates planning, investment, construction, management, operation, exploitation, maintenance, and protection of road infrastructure; road transport organization and state management of road activities.
At the conference, delegates basically agreed with the content and necessity of promulgating the draft Law, and at the same time gave some additional comments such as: It is necessary to clearly distinguish the responsibilities of state management agencies in traffic safety inspection and assessment activities in Article 29; review regulations on the age limit or duration of use of road vehicles; supplement regulations on highway toll collection for vehicles traveling on highways invested, owned, managed and exploited by the State in Article 42; supplement regulations on traffic teams to be implemented from the planning, construction investment stage to the management, exploitation and maintenance stage to ensure smooth traffic according to Article 25...
Comrade Dang Thi My Huong, Deputy Head of the National Assembly Delegation of the province chaired the conference to collect opinions on the draft Road Law.
Regarding the draft Law on Defense Industry, Security and Non-Proliferation, there are 7 chapters and 84 articles. Compared to the draft Law submitted to the National Assembly at the 6th Session, 7 articles were removed, 18 new articles were added, Section 7 was added to Chapter II on the Defense Industry Complex, new sections on the development of dual-use defense industry and security; budget for ensuring and reserving supplies for non-proliferation; policies and regimes for scientific and technological research activities serving defense industry and security. At the same time, many contents have been revised, rearranged, and restructured in the articles and sections in the chapters to be reasonable and consistent. The Law aims to fully institutionalize the Party's viewpoints and policies, perfect the legal framework, and meet the requirements and tasks of defense industry, security and non-proliferation in the new situation.
Delegates gave comments on a number of contents: Adjusting and supplementing a number of sentences and phrases in a number of articles; needing to pilot the model of the Defense Industry Complex to ensure caution and practical testing before regulating in the Law; expanding the subjects and human resources serving the Defense Industry and Security in Article 23; combining Articles 39 and 40 into 1 common article...
