Recognized as a new rural district, Do Luong shares the same perception: It is thanks to the attention and support of ministries, branches and the solidarity and determination of Party committees, authorities, and organizations from district to grassroots, especially of the people.
Clearly identifying the construction of new rural areas (NTM) as a key task, Do Luong district has issued and resolutely implemented resolutions and specialized plans. Establishing, perfecting and assigning specific tasks to members of the District Steering Committee in charge of each commune and regularly organizing inspections, guidance, urging, promptly removing difficulties and obstacles, helping communes speed up the progress of completing the goal of building NTM.
Implementing the investment capital for the development of new rural construction in the period of 2021-2025 supported by the Central Government in 2023 with a budget of 25,051 billion VND to invest in construction and upgrading infrastructure works, Do Luong district has allocated 17,662 tons of cement to communes to build rural roads (of which, 6,000 tons of cement are supported by the province according to the target in 2023 and 11,662 tons of cement are supported by the district budget). Support of 350 million VND for 7 communes to build advanced new rural areas and model new rural areas to buy trees and flowers to plant in 7 hamlets selected to build a "bright, green, clean, beautiful, safe" model...
In the period of 2011-2022, Do Luong district mobilized capital to "do" NTM with a total amount of: 5,513,490 million VND, of which: State budget: 2,033,405 million VND, accounting for 36.88%; Credit loan capital: 1,973,876 million VND, accounting for 35.8%; Enterprise support capital: 252,374 million VND, accounting for 4.57%. Capital contributed by people: 1,253,836 million VND, accounting for 22.74%.
The investor has selected works and projects to achieve the goal of completing and improving the standards of the new rural criteria, in which priority is given to the construction of works serving production, traffic roads, cultural and sports infrastructure in hamlets, schools, medical stations that have not met standards, clean water and environmental sanitation and other social infrastructure... Up to now, Do Luong district has no outstanding debts in basic construction in the implementation of the National Target Program on new rural construction.
With the determination of Party committees, authorities, and organizations from the district to the grassroots, especially the people, by 2022, Do Luong district will have 32/32 communes meeting the new rural standards (100% rate, of which 7 communes met the standards in the 2014-2015 period: Thinh Son, Yen Son, Van Son, Hoa Son, Tan Son, Thai Son, Thuong Son); 1 commune meeting the advanced new rural standards (Yen Son commune); 1/1 town meeting the urban civilization standards. Along with that, the district directed the communes that have met the new rural and advanced new rural standards (2014-2021 period) to review and fully implement the contents and criteria... so by the end of 2022, 5/32 communes will meet the advanced new rural standards (15.626%).
According to Decision No. 320/QD-TTg dated March 8, 2022 of the Prime Minister on the criteria for new rural districts, Do Luong district has achieved 9/9 (100%) of the criteria, namely Planning (criterion No. 1); Traffic (criterion No. 2); Irrigation and disaster prevention and control (criterion No. 3); Electricity (criterion No. 4); Health - Culture - Education (criterion No. 5); Economy (criterion No. 6); Environment (criterion No. 7); Quality of living environment (criterion No. 8) and Security, order - Public administration (criterion No. 9).
In order to improve the quality of new rural construction and strive to build Do Luong district into a district with modern basic infrastructure, a reasonable and progressive economic structure and production organization, striving to become a town before 2030, in the coming time, Do Luong district will focus on 10 solutions, which are:
Continue to promote propaganda work, build new rural areas with new methods and approaches, promote the role of the people as the main subject...
Focus on economic development, improving the material and spiritual life of rural people; Develop education, training, and healthcare; Promote the socialization of cultural and social activities; Strengthen security and order; continue to build and consolidate a clean and strong political system; Promote the construction of new rural areas associated with urbanization, building civilized and modern rural areas;
Strengthening the protection of resources and environment, improving the ability to adapt to climate change and prevent natural disasters; Continuing to consolidate and perfect the apparatus, organization to advise and assist the Steering Committee and implement the New Rural Program from district to grassroots level; Strengthening the leadership of the Party, improving the effectiveness of State management and promoting the role of political and social organizations from district to commune and hamlet; Policy mechanisms to mobilize resources; Developing plans to maintain and improve the quality of New Rural criteria, building advanced New Rural areas and model New Rural areas.
