Suspend operations at the rest stop after bridge collapsed, tourists fell into the river at Cai Rang floating market

The Khoi My stop at Cai Rang floating market, where the bridge collapsed, causing nearly 10 tourists to fall into the river, has been suspended because its business registration has not been completed, there was no warning, and the barge's inspection has expired.


On February 17, Mr. Nguyen Hoang On, Chief Inspector of the Department of Culture, Sports and Tourism of Can Tho City, led an interdisciplinary inspection team with the Cai Rang District authorities to inspect the Khoi My Rest Stop at Cai Rang Floating Market, on the Can Tho River, in the waters of Cai Rang District, Can Tho City.

This is also the place where nearly 10 tourists visiting this stop fell into the river when the bridge collapsed at 6:20 a.m. on February 16. Fortunately, many people were able to rescue them in time, so no one was injured and no one was swept away by the water.

According to Mr. Tran Chi (owner of the specialty rest stop - born in 1989), at the time of the incident, there were about 100 tourists on the barge (rest stop business) visiting, shopping, and taking photos.

Floating rafts used as a stopover in Khoi My - where the incident of a tourist falling into the river occurred - used an iron barge with expired inspection.

"Because so many tourists gathered on the side of the bridge, the welds on the iron frame broke due to overload. At that time, about four people fell into the river but were rescued in time," Mr. Chi explained.

After inspecting the scene and working with Mr. Tran Chi, Mr. Nguyen Hoang On said that immediately after the bridge collapse, the Can Tho City Waterway Traffic Police also inspected and recorded the scene.

The inspection team worked with the owner of the facility and discovered that this rest stop still had many shortcomings and did not meet the conditions prescribed by law.

The interdisciplinary inspection team worked with Mr. Tran Chi - owner of Khoi My rest stop and requested that Mr. Chi strictly comply with the suspension of operations without a license.

In particular, the business registration certificate is not complete; the approach bridge area is welded with an iron frame but does not ensure safety; there are no warning signs of dangerous areas, deep water (about 10m and fast flowing water); the means of making the floating raft is an iron barge (10m wide, 20m long, 42 tons, no engine) but the inspection has expired.

"For the above reasons, we have suspended this business stop inspection activity and requested Mr. Chi to strictly comply. After correcting the existing problems and completing all procedures to apply for a license to operate again, the competent authority will consider it," said Mr. Nguyen Hoang On.

Every day, the Khoi My stopover welcomes 100-200 tourists for sightseeing and shopping, but the iron barge used as a floating raft has expired inspection, posing many potential safety risks.

According to the representative of the Inland Waterways Department of Region 3, this iron barge's inspection has expired and has not been re-inspected by the owner, leading to many potential risks on the river. Therefore, this representative noted that the competent authority granting business licenses for the field of Culture, Sports and Tourism of Can Tho City must have a certificate of inspection of watercraft according to regulations.

According to the actual records at the scene, the approach bridge collapsed, the welds of the square iron were broken and fell into the water. Meanwhile, the 2m wide, 6m long approach bridge was only reinforced with sparse and sketchy support iron bars, and did not have many buoys, so it could not bear the weight when many people gathered.

Earlier, on the morning of February 16, a short video clip appeared on social media recording the scene of many tourists falling into the river while visiting Cai Rang floating market. According to the clip, at that time, many people gathered in the corridor of a floating raft when it suddenly collapsed, causing nearly 10 people to fall into the river. Fortunately, people standing nearby and the captains of the tourist boat participated in the rescue, bringing the tourists onto the raft and the boat safely, without anyone being injured.
