The decree clearly states that the awarding of the " Ho Chi Minh Prize" and the "State Prize" for literature and art must ensure the following principle: Works, collections of works, projects, or collections of projects (works, projects) in literature and art by an author may only be nominated for consideration in one specific field of literature and art.
Works and projects in literature and art by an author that have already been awarded the "State Prize" for literature and art cannot be combined with other works and projects in literature and art to be considered for the "Ho Chi Minh Prize" for literature and art.
Councils at all levels are only permitted to submit cases that meet all the required conditions, standards, procedures, and documentation to the competent higher authority for consideration.

The Decree specifies the conditions for awarding the "Ho Chi Minh Prize" and "State Prize" in literature and art: Authors whose works or projects in literature and art are nominated for the "Ho Chi Minh Prize" or "State Prize" in literature and art must be loyal to the Fatherland and strictly adhere to the Party's guidelines and the State's policies and laws; Foreign authors whose works or projects in literature, art, or research on Vietnam are nominated for the "Ho Chi Minh Prize" or "State Prize" in literature and art must respect the independence, sovereignty , unity, territorial integrity, laws, and good customs and traditions of Vietnam;
Works and projects in literature and art considered for the "Ho Chi Minh Prize" and "State Prize" in literature and art must meet the following conditions: They must have been published or used in various forms such as publishing, architecture, exhibitions, theater, film, radio, television, teaching, and recordings since September 2, 1945.
The minimum time elapsed since the publication or use of literary and artistic works is 5 years for the "Ho Chi Minh Prize" and 3 years for the "State Prize," up to the time of submitting the application for the "Ho Chi Minh Prize" or "State Prize" in literature and art to the Department of Culture, Sports and Tourism or the Department of Culture and Sports or the Central Specialized Literary and Artistic Association. There must be no copyright disputes since the time of publication or use, or any disputes must have been resolved by the competent authority at the time of application.

Works and projects in literature and art published or used before 1993 must meet the following criteria: exceptionally outstanding; possessing very high literary and artistic value, and significant ideological content; having a major impact in serving the revolutionary cause of the Party and the nation; having a broad and lasting influence on the lives of the people; and making an important contribution to socio-economic development and the development of Vietnamese literature and art.
Works and projects in literature and art published or used after 1993 must meet the following standards: exceptionally outstanding; possessing very high literary and artistic value, and significant ideological content; having a major impact in serving the revolutionary cause of the Party and the nation, having a broad and lasting influence on the lives of the people, making an important contribution to socio-economic development and the development of Vietnamese literature and art; having been awarded at least one Gold Medal at national-level professional competitions, festivals, and exhibitions in literature and art organized by the Ministry of Culture, Sports and Tourism or professional competitions, festivals, and exhibitions in literature and art organized by central specialized literary and artistic associations, or awards at international professional competitions, festivals, and exhibitions in literature and art; each work in a group of works or each project in a group of projects in literature and art must meet the standards specified in point c of this clause; Scripts adapted into films and screened, or scripts adapted into musical performances and staged, or dance scripts that are choreographed and performed, must meet the standards specified in point c of this clause.
Criteria for awarding the "State Prize" in literature and art.
Works and projects in literature and art published or used before 1993 must meet the following standards: they must have high value in terms of ideological content and artistic form; they must have a positive effect in education, building a new generation of people, raising the aesthetic level of the people, and making a significant contribution to the development of Vietnamese literature and art.
Works and projects in literature and art published or used after 1993 must meet the following standards: possess high value in terms of ideological content and artistic form; have a positive effect in education, building a new generation of people, raising the aesthetic level of the people, and making a significant contribution to the development of Vietnamese literature and art; have been awarded at least one Gold or Silver Prize at national-level professional competitions, festivals, and exhibitions in literature and art organized by the Ministry of Culture, Sports and Tourism, or professional competitions, festivals, and exhibitions in literature and art organized by central specialized literary and artistic associations, or awards at international professional competitions, festivals, and exhibitions in literature and art...
