Adjust road service fee for BOT project road 830 to original level

After nearly 6 years of applying a fee lower than the approved plan, from March 1, 2024, the road service fee for the BOT project of Provincial Road 830 will be adjusted by the People's Committee of Long An province to the original level as per the contract signed with the investor.

After the price adjustment, the project's toll collection period will be shortened from 19 years to 17 years and 7 months.

Toll station on provincial road 830 through Long An will adjust prices from March 1. This is done according to the toll price increase schedule in the BOT contract (No. 49/HD.BOT.SGTVT dated November 14, 2016).

According to research, since its operation on June 18, 2018, BOT Provincial Road 830 (belonging to Bamboo Capital Group - HoSE: BCG) has collected a lower fee than the financial plan in the contract signed with Long An province to create favorable conditions for people to use the service.

As planned, the toll fee for road use services of the project will be adjusted up in 2020. However, during this period, the COVID-19 epidemic has affected production and business activities and people's lives, so in response to the direction of the Long An Provincial People's Committee, BOT Provincial Road 830 has postponed toll collection during this time to support people and localities in fighting the epidemic.

Despite applying a lower fee than the approved level and postponing fee collection during the pandemic period, the project investor's operating costs, bank loan interest, and periodic maintenance and repair costs have actually increased compared to the original financial plan.

To ensure the payback period and legitimate rights of investors, the People's Committee of Long An province has decided to adjust the service fee, the adjustment level will be equal to the initial price of 2018 when the route was first put into operation.

Specifically, the road service fee is adjusted to increase from 5,000 VND/ticket/trip, including: Vehicles with less than 12 seats, trucks with a load capacity of less than 2 tons and public passenger buses apply the rate of 30,000 VND/ticket/trip; vehicles from 12 seats to 30 seats; trucks with a load capacity of 2 tons to less than 4 tons are charged 50,000 VND/ticket/trip; vehicles with 31 seats or more; trucks with a load capacity of 4 tons to less than 10 tons are charged 60,000 VND/ticket/trip.

Trucks with a load capacity from 10 tons to under 18 tons and trucks carrying goods in 20-foot containers will be charged 95,000 VND/ticket/trip and trucks with a load capacity from 18 tons or more and trucks carrying goods in 40-foot containers will be charged 175,000 VND/ticket/trip (both increased by 10,000 VND/ticket/trip).

For monthly tickets, depending on the seat, the lowest is 720,000 VND/ticket/month, the highest is 4,200,000 VND/ticket/month; the lowest is 1,944,000 VND/ticket/quarter and the highest is 11,340,000 VND/ticket/quarter.

Road vehicles of business owners with headquarters located within the range from An Thanh bridge (Km 1+052, DT.830) in An Thanh commune, Ben Luc district to Huu Thanh intersection (Km 19+590, DT.830) in Huu Thanh commune, Duc Hoa district, have lower monthly and quarterly ticket prices (depending on seats) than those of business owners outside the area, the lowest from 180,000 VND/ticket/month, the highest is 1,050,000 VND/ticket/month; the lowest quarterly ticket is from 486,000 VND/ticket/quarter, the highest is 2,835,000 VND/ticket/quarter.

Public passenger transport by intra-provincial buses and worker shuttle buses charge 30,000 VND/ticket/trip; 450,000 VND/ticket/month and 1,215,000 VND/ticket/quarter.

For non-business owners with permanent residence in communes located from An Thanh bridge (Km 1+052, DT.830) in An Thanh commune, Ben Luc district to Huu Thanh intersection (Km 19+590, DT.830) in Huu Thanh commune, Duc Hoa district, vehicles with less than 12 seats to 30 seats are completely exempted from single-trip, monthly and quarterly tickets.

The fares in the above toll rates for road services include 10% VAT. However, the Government is currently applying a policy of reducing VAT to 8% according to Decree 94/2023/ND-CP. Therefore, the Long An Provincial Department of Transport will review the Ministry of Transport's instructions on adjusting fares from 10% VAT to 8% to apply to the project in the period from March 1, 2024 until Decree 94/2023/ND-CP expires on June 30, 2024.

Provincial Road 830, managed and operated by BOT DT 830 Company Limited, is the first road project in Long An province to be built under the BOT form (enterprise builds and operates, after capital recovery, it is transferred to the state). On November 17, 2016, the BOT Provincial Road 830 project was officially started by the consortium of Bamboo Capital Joint Stock Company (HoSE: BCG) and Bang Duong Investment - Construction - Trading Company Limited. The project has a total investment of VND 1,079 billion; nearly 24 km long with 4 lanes, designed speed of 80 km/h.
