ODA Cooperation Forum on Inclusive Development for People with Disabilities in 3 Mekong Sub-region Countries

On July 8-9, in Dong Ha City, the Department of Foreign Affairs of Quang Tri Province coordinated with Medipeace Organization (Korea) to organize the ODA Cooperation Forum on Inclusive Development for People with Disabilities in 3 Mekong Sub-region Countries (Cambodia, Laos and Vietnam). This activity was sponsored by the Korea International Cooperation Agency (KOICA) and the Korea Association for International Development and Cooperation (KAIDEC) in response to the Festival for Peace organized by Quang Tri Province.

Vice Chairman of the Provincial People's Committee Hoang Nam; Director of KOICA in Vietnam Lee Byung Hwa; General Director of Medipeace Shin Sang Moon; representatives of the Department of Social Protection, Ministry of Labor, Invalids and Social Affairs; partner agencies and units from Da Nang, Quang Nam, Quang Binh; international organizations and partners of Medipeace in Cambodia and Laos attended the forum.

Speaking at the forum, Vice Chairman of the Provincial People's Committee Hoang Nam acknowledged and highly appreciated the initiative to organize the ODA Cooperation Forum on Inclusive Development for People with Disabilities in the three Mekong countries with the important goal of enhancing understanding and support for victims of war, bombs and mines, Agent Orange, especially people with disabilities. This is identified as one of the barriers to the sustainable development of local communities in the Mekong countries.

Through this event, we aim to identify more challenges and solutions in creating new cooperation strategies, mobilizing and implementing ODA projects, thereby opening up new opportunities not only for people with disabilities but also for the entire community.

Since November 2022, the People's Committee of Quang Tri province and KOICA have been closely cooperating in the Project of Building a Social Protection - Rehabilitation Center for People with Disabilities in Quang Tri province for the period 2022-2026. This project is expected to be completed and put into trial operation in 2026, and will be the first community support model in Vietnam, a model to be replicated in Central Vietnam, and then nationwide.

The Center for Social Protection and Rehabilitation for the Disabled in Quang Tri province not only provides medical care services but also creates conditions for the disabled to integrate into the community, contributing to improving their quality of life.

Vice Chairman of the Provincial People's Committee Hoang Nam hopes that, within the framework of the forum, delegates will actively discuss policies and ideas for community-based integrated development in the Mekong sub-region countries, learn about the ODA support system of partner countries, and share experiences in establishing, approaching and activating a sustainable community-based rehabilitation support system.

Through this, we will jointly develop a common cooperation strategy to enhance the capacity to implement community-based inclusive development in the three Mekong sub-region countries, together with KOICA and Medipeace, to continue to work towards enhancing effective cooperation in the coming years.

Coming to Quang Tri province in the space of the Festival for Peace, we hope that delegates will feel that peace is not only a state without conflict or war, but also extends to respect, equality, friendship, cooperation and development among nations; is love between people, between individuals and communities and between communities...

The message of Peace delivered in the series of activities of the Festival for Peace and the ODA Cooperation Forum on Inclusive Development for People with Disabilities in the 3 countries of the Mekong sub-region will bring new hope to war victims, people with disabilities and their families. Quang Tri province will support and accompany to ensure that the expected results of the forum will soon become reality.

KOICA Vietnam Director Lee Byung Hwa said that since 2002, KOICA has supported Quang Tri province to implement 4 projects with a total budget of 27 million USD, including the Quang Tri Social Protection and Rehabilitation Center Project currently being implemented with a capital of 12 million USD. KOICA wishes to devote more efforts to people with disabilities, and make every effort to support ODA for comprehensive development for people with disabilities in the Mekong region.

The ODA Cooperation Forum on Inclusive Development for People with Disabilities in the 3 Mekong Sub-region Countries focused on discussing 4 main topics: analyzing the trend of implementing community-based inclusive development policies in the 3 Mekong Sub-region Countries, learning about the official development assistance systems of partner countries, sharing typical cases of comprehensive official support for people with disabilities; plans to strengthen the support system for the rights of people with disabilities in health, education, vocational rehabilitation, social participation, and protection in the 3 Mekong Sub-region Countries; building comprehensive development policies for people with disabilities in the 3 Mekong Sub-region Countries and studying methods to improve implementation capacity.

At the forum, representatives of the Ministry of Labor, Invalids and Social Affairs, the Department of Labor, Invalids and Social Affairs of Quang Tri, the Lao Rehabilitation Center, the Cambodian Action Committee for People with Disabilities, and rehabilitation centers and Medipeace's partner centers for inclusive development analyzed trends in implementing ODA policies in the three countries of Cambodia, Laos and Vietnam; learned about the ODA support system in partner countries; and developed strategies to support the rights to health, education, vocational training, social participation and the rights protection system for people with disabilities.

From there, develop policies for the comprehensive development of people with disabilities in the three Mekong sub-region countries and find ways to strengthen implementation capacity.
