The plan for land and forest allocation and issuance of forest land use right certificates (LURCs) is one of the solutions and tasks of Dien Bien province, aiming to overcome the shortcomings of land and forest allocation without handing over in the field, leading to difficulties in assigning ownership, and land disputes that have been going on for many years among households. Between communities that protect forests. This makes it difficult to pay for forest environmental services, especially in land recovery to implement agricultural and forestry projects.
Accordingly, the implementation of land allocation, forest allocation, and issuance of forest land use right certificates has been thoroughly implemented by Dien Bien province, with the establishment of district and provincial steering committees over the past 5 years. Up to now, the total land area implemented is 252,728 hectares. Of which: Forest land area with forest is 96,734.6 hectares, forest land area without forest is 155,993.4 hectares. All have been measured, assigned to owners, and handed over in the field clearly and transparently.

Particularly for forested forestry land, Dien Bien has measured and established cadastral records for over 85,260ha/96,734ha. Granted certificates of land use rights for forested forestry land, with an area of over 72,205ha.
Forest land without forest has been surveyed and cadastral records have been established, including 187,415ha/155,993ha. Decisions on land and forest allocation and issuance of forest land use right certificates have been issued with an area of 121,945ha.

At the conference, Mr. Lo Van Cuong, Vice Chairman of the Provincial People's Committee, emphasized: To continue to effectively implement the work of land and forest allocation, and issuance of forest land use right certificates in Dien Bien province. Request the district-level steering committee and the provincial steering committee's support team to strengthen inspection, review, and management of allocated forest and forest land areas, promptly detect errors to adjust in accordance with the field.
For unmeasured forest land areas, specialized agencies shall coordinate with the People's Committees at the commune level to review and include them in the annual land and forest allocation plan to enjoy the policy of payment for forest environmental services.
