Today (June 16), Ms. Phan Thi Ngoc Hoa, Head of the Finance and Planning Department of Con Cuong District (Nghe An), Head of the inspection team, said that there were initial results after a week of inspection at the Con Cuong District Medical Center regarding the incident reported by VietNamNet: "More than 100 Nghe An health officials had their Covid-19 epidemic support money confiscated".

Specifically, the Con Cuong District Medical Center was granted funding by the District People's Committee to implement the policy of supporting officials participating in the Covid-19 vaccination program in 2022 in 2 phases. Phase 1 with an amount of nearly 595 million VND and phase 2 with more than 1 billion VND.

“During the peak period of Covid-19 prevention and control, with many forces participating, the epidemic was complicated and unprecedented, the unit duplicated attendance records, and paid more than the regime for cadres and civil servants in the first and second phases with an amount of more than 656 million VND,” the report of the People's Committee of Con Cuong district clearly stated.

After discovering the excess payment of allowances for officials and civil servants serving the Covid-19 vaccination work, the unit recovered the above amount and submitted it to the Con Cuong district budget after VietNamNet reported it.

According to the report, the initial results show that the medical center's recovery of duplicate and overdue vaccination allowance payments to pay other subjects participating in epidemic prevention and control but not enjoying the regime is contrary to current regulations.

However, in an urgent period, it is necessary to mobilize a large number of human resources to participate in disease prevention and control, the payment of the above amount contributes to the disease prevention work; no personal gain has been detected. After detecting the violation, the unit has organized to remedy the consequences.

Con Cuong District People's Committee explained that during the process of recovering funds, the medical center did not clearly explain the policies and regulations on vaccination for staff and workers, leading to the complaint as posted by VietNamNet on June 7.

Con Cuong District People's Committee requests the District Medical Center to implement the following contents: Strengthen political and ideological education for cadres, civil servants and workers to properly implement grassroots democracy regulations.

Organize a meeting to review the responsibilities of relevant groups and individuals. At the same time, make recommendations and propose to competent authorities for consideration and handling...

Whoever does wrong must take responsibility.

Previously, after VietNamNet reported, Secretary of Con Cuong District Party Committee (Nghe An) Nguyen Hoai An said that the viewpoint of the Standing Committee of the District Party Committee is to assign the District People's Committee to direct the verification and inspection of the incident for handling according to regulations.

Vice Chairman of Nghe An Provincial People's Committee Bui Dinh Long also emphasized that the incident has been assigned to the Department of Health to investigate and handle. The viewpoint is that whoever does wrong must be held accountable.

According to Director of Nghe An Department of Health Nguyen Thi Hong Hoa, after VietNamNet's reflection, the Department of Health sent an official dispatch to Con Cuong District Medical Center requesting a report and detailed explanation of the incident.

“This content is implemented according to the plan and the budget of the Con Cuong District People's Committee is paid. The District People's Committee has established an inspection team so we continue to wait for the results. The Department of Health's viewpoint is that the payment of wages must be in accordance with regulations,” Ms. Hoa informed.

Ms. Vi Thi Huong - Director of Con Cuong District Medical Center said that all the money collected from medical staff of 14 medical stations and centers has been returned to the State Treasury of Con Cuong District.
