In recent years, from loans from the Vietnam Bank for Social Policies (VBSP), poor households and other policy beneficiaries in Quang Ninh district (Quang Binh) have been "supported" to develop economic models, create jobs, and increase income right on their sunny and windy homeland.

Overcoming difficulties from policy capital

Quang Ninh is a district with potential and advantages in natural conditions, society, and convenient transportation to develop industries, occupations, and services. However, Mr. Hoang Trung Dong - Secretary of the District Party Committee also shared that, basically, up to now, the local economy still has many difficulties, the main occupation is agricultural production; the district budget revenue and the average income of the people are still low; there is a lack of capital to invest in developing production, business, and creating jobs for rural workers; the lives of a part of the people are still lacking.

As the focal point for preferential loans in the area, Mr. Nguyen Tuan Ngoc, Director of the transaction office of the Social Policy Bank of Quang Ninh district, said that the transaction office has closely followed the targets, orientations and directions of the superior bank, the Board of Directors of the Social Policy Bank as well as coordinated with the entrusted associations and organizations to effectively implement policy credit programs, contributing positively to the implementation of the national target program on poverty reduction, ensuring social security and building new rural areas.

In particular, the issuance of Directive No. 40-CT/TW, together with the activities of the VBSP, has positively changed the awareness of Party committees, authorities, and entrusted association officials about their responsibilities and obligations in working with the VBSP to effectively implement the transfer of policy credit capital to poor households, near-poor households, and other policy beneficiaries for the goal of sustainable poverty reduction.

Sharing her situation, Ms. Vu Minh Huong, a borrower in Duy Ninh commune, Quang Ninh district, said that she was born and raised in Hien Vinh village, Duy Ninh commune - an area that is often flooded during the rainy season, so life is difficult. In previous years, her family was considered a poor household, the family's main income depended on 5,000m2 of rice land. In 1995, her family was assigned 2ha of land for production, but due to some reasons and difficult transportation, the family dug a pond to raise fish and raise pigs, chickens, and ducks, which did not bring in high income.

But things have changed since she joined the village activities, was informed about the State's policies and preferential credit policies, and received a loan from the Vietnam Bank for Social Policies to convert 1.5 hectares to white-leg shrimp farming, and the rest focused on growing coconuts, guava, mango, green-skin grapefruit and other fruit trees. Ms. Huong also boldly invested in some livestock and poultry farming models. In addition to the main production activity of a mixed farm, her family also invested in buying a set of fishing nets to generate additional daily income for the family, so the total annual income of the household reached about 300 million VND/year after deducting expenses. Thanks to that, her family's regular income is guaranteed.

Similarly, Mr. Pham Van Hieu, a borrower in Duy Ninh commune, also shared that in 2019, his family was a poor household, both husband and wife worked hard in agriculture to raise 2 children, the family's economy relied solely on the fields, lacking in all aspects. With the attention of the local Party Committee, the local government, the Women's Union of Xuan Ninh commune and the Women's Savings and Loan Group, his family was able to borrow 50 million VND under the poor household program to build barns and raise breeding cows and 20 million VND under the clean water and rural environmental sanitation program to improve the quality of life.

Thanks to the silent and responsible contributions of enthusiastic people, since its establishment, the district's Social Policy Bank has achieved many positive results. By April 30, 2024, the total outstanding loans for policy credit programs in the area reached 559 billion VND, an increase of 292 billion VND compared to the time before Directive 40-CT/TW, with 8,623 customers having outstanding loans, credit quality is increasingly improved, the total overdue and frozen debt at the district's Social Policy Bank only accounts for 0.06% of the total outstanding loans. In 10 years of implementing Directive 40-CT/TW, the Quang Ninh District Social Policy Bank has disbursed 1,249 billion VND to more than 32,500 poor households and policy beneficiaries who have borrowed capital from the Social Policy Bank; thereby, helping many poor households have the opportunity to escape poverty and stabilize their lives with nearly 6,500 households overcoming the poverty line; More than 20,000 workers were given new jobs; nearly 1,000 students in difficult circumstances were given loans to study; more than 12,000 clean water projects were built to ensure hygiene and environmental protection, contributing to improving the quality of life of the people... many craft villages were restored.

Ensure proper and effective use of capital

It is worth noting that, although the socio-economic situation of the district is still difficult, the People's Council and People's Committee of the district still prioritize capital to support infrastructure and loan capital transferred to the VBSP. As of April 30, 2024, the total budget capital entrusted by the district through the VBSP for lending to poor households and other policy beneficiaries reached 10,313 million VND. Since the implementation of Directive 40-CT/TW up to now, in 10 years, the total budget capital entrusted by the district through the VBSP is 9,800 million VND. Every year, this capital has been lent to the right subjects, borrowers use the capital for the right purpose, effectively, and the capital entrusted through the VBSP has always been preserved and developed.

In the coming time, in order for policy credit activities in the district to be more effective, the district People's Credit Fund determined that it is necessary to continue to do a good job of advising local Party committees and authorities to continue to widely implement Directive No. 40-CT/TW and Conclusion No. 06-KL/TW of the Secretariat on strengthening the Party's leadership over social policy credit to Party committees, grassroots authorities and Party members so that the Directive can truly come into life. Linking the implementation of the State's preferential credit policy with the local socio-economic development plan and new rural construction in each period.

In addition, in the context of the district's socio-economic development, Mr. Hoang Trung Dong said that the demand for loans to support employment, maintain and expand employment is very large, while this capital source is still limited. He proposed that the Government, relevant ministries and the Vietnam Bank for Social Policies pay attention to allocating more capital for loans to create jobs; consider raising the loan level for the rural clean water and environmental sanitation program to 25 million VND/project. At the same time, implement loans for middle-income households. These solutions will help further promote social policy credit in the sustainable poverty reduction and social security in the district in the coming time.
