Who is supported with tuition fees for the 2023-2024 school year?
According to Article 18 of Decree 81/2021/ND-CP, the subjects receiving support for study costs for the 2023-2024 school year are as follows:
(1) Children in kindergartens, primary and secondary schools, and students studying at regular educational institutions under general education programs who are orphans of both parents.
(2) Kindergarten children, primary school students, and students studying at regular educational institutions under general education programs with disabilities.
(3) Preschool children and general education students studying at regular educational institutions under the general education program whose parents are poor households according to regulations of the Prime Minister.
(4) Preschool children and general education students, students studying at regular education facilities following the general education program in extremely disadvantaged villages/hamlets, communes in region III of ethnic minority and mountainous areas, and extremely disadvantaged communes in coastal and island areas according to regulations of competent authorities.
Application for tuition support for the 2023-2024 school year
Application for tuition support for the 2023-2024 school year includes:
- Subjects eligible for support for preschool, general education, and continuing education costs will follow the application form in Appendix III issued with Decree 81/2021/ND-CP.
Application for tuition support for the 2023-2024 school year
- Certified copy or copy with original for comparison or copy from original book of documents proving eligibility for tuition exemption, reduction and support of study costs for the following subjects:
+ Certificate of the management agency of meritorious people for the subjects specified in Clause 1, Article 15 of Decree 81/2021/ND-CP;
+ Certificate of disability issued by the People's Committee at the commune level or Decision on social allowance issued by the Chairman of the People's Committee at the district level for the subjects specified in Clause 2, Article 15 of Decree 81/2021/ND-CP;
+ Decision on social allowance of the Chairman of the District People's Committee for the subjects specified in Clause 3, Article 15 of Decree 81/2021/ND-CP;
+ Certificate of poor household issued by the People's Committee at the commune level to the subjects specified in Clause 4, Article 15 of Decree 81/2021/ND-CP;
+ Certificate of eligibility for tuition exemption according to the provisions of Decree 27/2016/ND-CP and the guidance document of the Ministry of National Defense for the subjects specified in Clause 7, Article 15 of Decree 81/2021/ND-CP;
+ Birth certificate and certificate of poor or near-poor household issued by the People's Committee at the commune level to the subjects specified in Clause 12, Article 15 of Decree 81/2021/ND-CP;
+ Birth certificate and Citizen Identification Card or Identity Card, Certificate of residence information or Notification of personal identification number and citizen information in the National Population Database in case the agency or organization cannot exploit the citizen's residence information in the National Population Database for the subjects specified in Clause 5, Clause 8, Clause 15, Article 15 and Point c, Clause 1 and Clause 3, Article 16 of Decree 81/2021/ND-CP.
+ Junior high school diploma or temporary graduation certificate for subjects specified in Clause 17, Article 15, Decree 81/2021/ND-CP;
+ Monthly allowance book of father or mother who has a work accident or occupational disease issued by the social insurance organization for the subjects specified in Point a, Clause 2, Article 16, Decree 81/2021/ND-CP;
+ Certificate of near-poor household issued by the People's Committee at the commune level to the subjects specified in Point b, Clause 2, Article 16, Decree 81/2021/ND-CP.
- For preschool children and high school students, students studying at regular educational institutions under the general education program who are both exempted or reduced from tuition fees and eligible for support for study costs, only need to prepare 01 set of the above related documents with an application form (Appendix IV) of Decree 81/2021/ND-CP.
Appendix IV
- Students eligible for tuition exemption, reduction and study cost support only need to submit one set of documents for the entire study period.
As for students from poor or near-poor households, at the beginning of each semester, they must submit a certificate of poor or near-poor household status as a basis for consideration of tuition exemption or reduction and support for study costs for the next semester.
- In case students have a Citizen Identification Card and are granted a personal identification number, information about their permanent residence can be exploited from connecting and sharing population data with educational institutions, the Department of Education and Training, the Department of Labor - Invalids and Social Affairs, the Department of Finance, the Department of Finance, then parents (or guardians) of children, students, and pupils do not have to submit a birth certificate and documents proving their permanent residence.
