Deo Ca joins forces with Lao enterprises to propose Vung Ang railway project

The Ministry of Transport has just issued a document approving the consortium of Petroleum Trading Lao Public Company - Deo Ca Group Joint Stock Company as the investor proposing the project to prepare a pre-feasibility study report for the Vung Ang - Tan Ap - Mu Gia railway project under the PPP method.

The Ministry of Transport approved the consortium of Lao Petroleum Trading Company - Deo Ca Group Joint Stock Company as the investor to propose the project to prepare a pre-feasibility study report for the Vung Ang - Tan Ap - Mu Gia railway project, connecting with the Lao railway (Photo: illustration).

Previously, this consortium sent a document to the Ministry of Transport requesting the Ministry to approve the consortium as the investor to propose the Vietnam - Laos railway project, section Vung Ang - Tan Ap - Mu Gia, under the public-private partnership (PPP) method.

The investor is responsible for organizing the preparation of the Pre-Feasibility Study Report for the Vung Ang - Tan Ap - Mu Gia railway project under the PPP method, submitting it for appraisal and approval of the project investment policy in accordance with the provisions of the Law on Investment under the PPP method, the Railway Law and other relevant legal provisions, ensuring compliance with the planning, compliance with standards, regulations and technical requirements, and construction quality.

The Ministry of Transport also requires investors to make full use of previous technical support research results for the project when preparing pre-feasibility study reports to ensure savings, efficiency, and avoid waste.

The investor shall bear all costs of preparing the project proposal; The costs of preparing the dossier are determined based on the estimated budget appraised and approved according to regulations; The legal costs of preparing the project proposal are included in the total project investment in accordance with the State's legal regulations.

At the same time, bear all risks and costs, and are not paid by the State in one of the following cases: The investor's proposal is not approved by the competent authority for investment policy under the PPP method; The project's feasibility study report is not approved by the competent authority; The project fails to select an investor to implement the project under the PPP method.

The proposed investor must submit the project proposal before October 10, 2024. In case the proposed investor fails to submit the required security documents by this deadline, it is understood that the proposed investor is no longer interested in researching the project.

The Ministry of Transport emphasized that the preparation, appraisal and approval of pre-feasibility study reports, feasibility study reports, and bidding to select investors must comply with the provisions of the Law on Bidding, the Law on Investment under the PPP method and other relevant legal provisions.

The Ministry of Transport assigns the Railway Project Management Board to take the lead in fully performing its duties, obligations and responsibilities for the project proposed by the investor according to regulations; guide the completion of procedures for preparing pre-feasibility study reports, take the lead in receiving project proposal documents, reviewing, submitting for appraisal and submitting for approval of the project investment policy in accordance with legal regulations.

According to the Railway Network Planning for the period 2021-2030, with a vision to 2050, the Vung Ang - Tan Ap - Mu Gia railway line is planned to be 103km long, 1,435mm gauge, with an investment roadmap for the period up to 2030 and after 2030.
