
Deputy Prime Minister Le Thanh Long signed Decision No. 1717/QD-TTg approving the Program to Enhance Education on Knowledge and Skills to Prevent and Combat Drowning for Students in the 2025 - 2035 Period (Program).
The purpose of the Program is to enhance education on knowledge and skills to prevent and combat drowning for students in order to improve their ability to prevent and protect themselves from the risk of drowning; ensure conditions and effectively organize safe swimming lessons for students to increase the rate of students who know how to swim and know drowning prevention and combat skills, contributing to reducing the rate of students drowning.
By 2035, 90% of students will practice drowning prevention skills.
The program strives to have 95% of administrators, teachers, students, parents and related individuals communicated to raise awareness, knowledge and responsibility for preventing student drowning by 2030, and reach 100% by 2035.
By 2030, 70% of students will be taught knowledge and practice skills to prevent drowning, reaching 90% by 2035.
By 2035, at least 30% of primary schools will have swimming pools.
By 2035, at least 30% of primary schools, 25% of middle schools and high schools will have swimming pools (fixed or mobile) and maintain effective operations. 70% of communes/wards/towns will have at least one swimming pool to serve the safe swimming instruction for children and students in the area.
By 2030, each school will have at least 02 teachers trained, certified and fully qualified to organize safe swimming lessons for students and at least 03 teachers by 2035.
Perfecting mechanisms and policies for organizing safe swimming lessons in schools
To achieve the above objectives, the Program sets out a number of key tasks and solutions such as: Organizing communication to raise awareness and responsibility for drowning prevention for students; educating knowledge and skills on drowning prevention and safe swimming for students; reviewing and perfecting mechanisms and policies for organizing safe swimming lessons in schools; investing in facilities, swimming pools and regular expenditures for schools; training and improving the capacity of management staff, teachers and school health workers; strengthening inter-sectoral coordination between schools and relevant organizations and individuals; building a monitoring and evaluation system.
The Deputy Prime Minister requested the Ministry of Education and Training to be the standing agency, develop plans, organize the implementation of the Program; preside over and coordinate with ministries, branches and localities to organize the implementation of tasks and solutions: review, develop, amend, supplement and promulgate according to authority or submit to competent authorities for promulgation necessary mechanisms and policies related to the task of organizing education on knowledge and skills to prevent and combat drowning, teaching safe swimming for students; promulgate programs, documents, instructions for testing and evaluating the organization of safe swimming teaching for students; develop documents and instructions for implementing communication activities to prevent and combat drowning for students in schools...
At the same time, the Ministry of Education and Training will develop tools and organize inspection, monitoring and evaluation of the implementation of the Program; propose adjustments and supplements to the Program's content if necessary; organize a preliminary review of the Program in 2030 and a final review of the Program in 2035.
